About this file

This document is a Description of Intended Single Source Purchase (PUR 7776) filed by the Florida Department of Health (DOH), specifically the Bureau of Public Health Laboratories (BPHL) in the Division of Disease Control & Health Prevention. The DOH is seeking to purchase two preowned and refurbished Agilent 1290 Infinity II High Performance Liquid Chromatography (HPLC) Systems from Agilent Technologies, Inc. to replace two older Agilent 1200 models in the Chemical Threat Laboratory. The procurement is being conducted under a Public Health Emergency Preparedness Grant Cooperative Agreement, with the posting date of 3/10/2025 and a final receipt date of 3/29/2025 at 3:30 PM. The contract term is two years, and the systems are specifically needed to maintain compatibility with existing Liquid Chromatography-Mass Spectrophotometers (LC-MS) machines.

The estimated dollar amount for this single-source acquisition is $100,845.78, with Agilent Technologies, Inc. identified as the sole vendor capable of providing the required HPLC systems. The justification for the single-source procurement is based on the vendor's unique ability to supply instruments that are compatible with existing equipment and integrated software programs used in chemical analysis for the CDC's Laboratory Response Network-Chemical (LRN-C). The procurement is being overseen by Allegra Small, Purchasing Director, and follows specific Florida Administrative Code guidelines for single-source purchases, with prospective vendors invited to provide information regarding their ability to supply the described commodities.
