About this opportunity

The Missouri Department of Transportation (MoDOT) Southwest District is seeking to establish a multiple-award price agreement for the plant/quarry pickup of various aggregate materials. This solicitation, identified as IFB605SW25000797, is specifically for pickup pricing of aggregate materials by MoDOT SW staff and trucks on an as-needed basis. The contract period will run from January 1, 2025 through December 31, 2026, with three potential one-year renewal options. Vendors will be required to submit pricing via a provided spreadsheet template, with MoDOT selecting vendors based on factors including cost, availability, and proximity to project locations. The bid submission deadline is December 17, 2024 at 11:00 AM CST, and while the primary focus is on pickup pricing, vendors are also asked to provide optional delivery capability information. Evaluation will consider the lowest and best responsive and responsible bidders, with MoDOT reserving the right to add additional aggregate products and suppliers during the contract period.

The solicitation encourages participation from Minority Business Enterprises (MBE) and Women Business Enterprises (WBE), with target participation rates of 10% MBE and 5% WBE. Vendors must maintain adequate liability insurance naming the Missouri Highways and Transportation Commission (MHTC) and MoDOT as additional insureds. The contract allows for cooperative purchasing by Missouri counties, cities, and other political entities, though MoDOT will not directly issue purchase orders or process payments for these entities. For commodity purchases over $25,000, a Buy American preference with a 10% price preference will apply to domestic products. Price increases may be requested after the first six months of the contract, subject to written justification and MoDOT approval. Vendors must register with MissouriBUYS, the state's eProcurement system, and all invoices must be submitted electronically to SWInvoices@modot.mo.gov with specific details including MoDOT truck numbers, Location Org numbers, and the name of the MoDOT employee picking up the materials.

Opportunity text

The Missouri Department of Transportation (MoDOT) Southwest (SW) District is seeking to establish a price agreement with multiple vendors for the plant/quarry pickup of various aggregate materials from various quarries by MoDOT SW staff and trucks on an 'as needed/if needed' basis beginning January 1, 2025 through December 31, 2026, with three (3) one-year renewals. This bid is for pick-up price only, NOT delivery; however, there is a delivery question included in bid. When materials are needed, MoDOT SW will use this price agreement to choose a vendor based on factors such as cost, availability, and project proximity to the plant location. This bid will be awarded on a "multiple award" basis.
