About this opportunity
The State of South Dakota Department of the Military, specifically the South Dakota Army National Guard (SDARNG), is seeking environmental disposal services for an Aqueous Film Forming Foam (AFFF) Disposal Project at the Army Aviation Support Facility (AASF) in Rapid City, Pennington County. The primary objective is to drain and rinse approximately 2,000 gallons of pipe water and 2,350 gallons of AFFF wastewater from two holding tanks, enabling visual inspection of the Fire Suppression System (FSS) interior piping. The contractor must coordinate drainage within two weeks of contract award, perform FSS drainage within six weeks, and complete disposal pickup within one week of drainage completion. Proposals must include detailed methodologies, project management techniques, personnel qualifications, and evidence of at least three similar previous contracts. Evaluation will involve separate technical and cost proposal reviews, with the State reserving the right to negotiate with top-ranked offerors. Key deadlines include a Letter of Intent due January 14, 2026, offeror questions due January 21, 2026, proposal submissions by February 2, 2026, and an anticipated award date of February 20, 2026.
The contract does not specify specific set-aside designations or restrictions for disadvantaged enterprises. Contractors must maintain comprehensive insurance coverage, including Commercial General Liability ($1,000,000 per occurrence), Professional Liability ($1,000,000), Business Automobile Liability ($1,000,000 per accident), and Workers' Compensation as required by South Dakota law. Bidders must also comply with federal debarment certification, non-discrimination, prohibited entity, and Israel boycott restrictions. The contractor will be responsible for all containerization, containment, storage, spill prevention, and cleanup of AFFF and PFAS-containing materials, with an enclosed on-site storage space available for intermediate storage if needed. While a specific budget range is not explicitly stated, the project requires a single lump sum proposal for complete project execution, with payment contingent upon submission of an itemized invoice and a Certificate of Disposal confirming proper disposal of PFOS chemicals. The contract term is anticipated to run from February 20, 2026, through June 1, 2026, with no mentioned renewal options.
