About this file
This Scope of Work document outlines an AFFF disposal project for the South Dakota Army National Guard (SDARNG) Army Aviation Support Facility (AASF) in Rapid City, South Dakota, under RFP #26RFP18943. The project objective is to drain and rinse Aqueous Film Forming Foam (AFFF) and pipe sediment from the Fire Suppression System (FSS) to enable visual inspection of interior piping. The work encompasses two phases: Phase 1 involves removal of approximately 2,000 gallons of pipe water and 2,350 gallons of AFFF wastewater from two 2,000-gallon holding tanks, rinsing and draining lines for inspection, and containerization for storage; Phase 2 requires proper disposal of the liquid waste at an appropriate facility and provision of a Certificate of Disposal (COD). The contractor must coordinate a drainage timeline within two weeks of contract award notification, conduct a kick-off meeting with SDARNG, perform FSS drainage within six weeks of award notification, complete disposal pickup within one week of drainage completion, and submit the COD when product arrives at the disposal facility. Site visits are recommended to ensure the contractor's drainage and rinsing methods are compatible with system capabilities and material quantities are properly assessed. Inquiries regarding the RFP must be submitted to MAJ William Domagall at william.d.domagall.mil@army.mil with subject line "RFP #26RFP18943," and all inquiries and responses will be posted on the state's e-procurement system.
The project cost should be submitted as a single lump sum amount for full project completion. The contractor is responsible for all containerization, containment, storage, spill prevention, secondary containment, and spill cleanup of AFFF and PFAS-containing materials. An enclosed, intermediary on-site storage space for IBC tanks or totes will be made available if necessary. The preferred method of transfer and disposal is via tanker truck to prevent spillage, though this is not required and will not affect award decisions. Payment will be billed and invoiced after the contractor submits an itemized invoice upon satisfactory completion and submission of all deliverables to SDARNG, contingent upon receipt of the Certificate of Disposal confirming proper disposal of PFOS chemicals at an appropriate facility.

AFFF Disposal Project
FOR
SOUTH DAKOTA ARMY NATIONAL GUARD
26RFP18943
Project Overview and General Description of Work:
The overall objective of this project is to drain and rinse the Aqueous Film Forming Foam (AFFF) and pipe sediment from the Fire Suppression System (FSS) located at the South Dakota Army National Guard (SDARNG) Army Aviation Support Facility (AASF) in Rapid City, South Dakota in order to conduct a visual inspection of the interior of the piping.
AFFF was previously used in the FSS but has been replaced with Fluorine Free Foam (F3).
The FSS lines have been contaminated with AFFF mixture and still contain PFOS containing AFFF material. Due to changing regulations concerning Per- and PolyfluoroAlkyl Substances (PFAS) chemicals, it has been decided that the FSS will now use only water, though the F3 is still present in the cleaned product-holding tank. It is understood that rinsing the piping will NOT eliminate the PFAS contamination from the existing piping, but a rinse is necessary to conduct the inspection. The drained material must be disposed of appropriately, and Army rules dictate it must be handled as if designated as a hazardous waste.
The initial Corp of Engineer’s government contracted project called for Tetra Tech to only remove the concentrate in the concentrate holding tank, but since the lines in the suppression system also contain PFOS chemicals, there is a need to remove and dispose of the AFFF contaminated water in the lines as well. Contracted environmental support services for the disposal of AFFF are needed to drain and dispose of any PFAS containing materials and rinsate that may be in associated system piping and drainage holding tanks.
Scope of Services and Detail Description of Work:
Contractor will provide services to drain and contain; rinse, drain and contain; and then dispose of the PFAS contaminated water and the drainage water in the Underground Storage Tanks (UST) at the Army Aviation Support Facility (AASF) in Rapid City, South Dakota. The purpose for draining the system is to conduct a fire system safety inspection concurrently with this project. The purpose of the rinse is to clear extra sediment not removed from the first drainage. This can be done by flushing the lines or re-filling and force draining the system. The intent is to clear as much debris from the endlines as possible.
The FSS does NOT need to be recharged by the contractor This will be done by another entity after the system is inspected.
The containerization, containment and storage of the AFFF, PFAS containing material is the responsibility of the contractor. Spill prevention, secondary containment, and spill cleanup is the responsibility of the contractor.
Cost Projection
Cost for this project should be for full completion of the project as a single amount.
Temporary on-site storage
If necessary, an enclosed, intermediary, on-site storage space will be made available for IBC tanks or totes, to be put on pallets, and within spill containment and that can be used to store product before transferring to trucks for hauling.
The preferred method of transfer and disposal is through tanker truck(s) to prevent spillage during transfer. This is not required, and will not affect award decision if not part of bid.
Phase 1 – Removal of AFFF Pipe water, rinsate and UST wastewater from the FSS at the
AASF.
Task 1: Approximately 2,000 gallons of pipe water (does NOT include a single rinse of the system, with water, after lines are drained), and
Task 2: Approximately 2350 gallons total of AFFF wastewater in the two, 2000 gallon holding tanks.
Task 3: Rinse and drain lines for visual inspection, to properly occur. The SDARNG will coordinate inspector based on availability of disposal contractor.
Task 4: Containerize all AFFF and rinsate. Store is necessary and prepare for disposal.
Phase 2 – Proper Disposal of AFFF Rinsate and Wastewater
Task 1: After AFFF contaminated PFOS containing water has been removed from the FSS and UST dispose of the liquid waste to an appropriate facility for disposal.
Task 2: Provide Certificate of Disposal (COD) when product arrives at appropriate facility.
Project Timeline
After contract has been awarded, and contractor notified (award notification), the contractor will coordinate a drainage timeline within two (2) weeks. And conduct a kick-off meeting with the SDARNG.
FSS Drainage will occur within six (6) weeks of the award notification.
Disposal pickup will occur within one (1) week of the completion of the FSS drainage.
Certificate of Disposal (COD) will be provided when product arrives at appropriate facility.
Payment will be billed/invoiced after disposal certificate is provided. The contractor will submit an itemized invoice for services will be submitted upon satisfactory completion and submission to SDARNG all deliverables.
Certificate of Disposal
The contractor will provide the proper Certificate of Disposal (COD) for PFOS chemicals.
Additional Information Requests
Additional information requests can be made to the SDARNG POC, MAJ William Domagall, at 605-737-6502 and william.d.domagall.mil@army.mil.
Site visits are recommended to ensure contractor’s method or drainage and rinsing are within the system’s capability, and amounts of material are properly assessed.
