About this opportunity
The Oregon Department of Fish and Wildlife (ODFW) is seeking architectural and engineering services for the North Willamette Watershed District Office Building #13 Improvements project located in Clackamas County, Oregon. The procurement is a Request for Proposals (RFP) targeting professional services consultants to develop aesthetic design concepts for the Northwest and Southwest regions of Oregon. Specifically, the consultants are required to design a replacement two-story office building, with a comprehensive proposal not exceeding 10 pages (excluding the cover letter and design portfolio). Evaluation criteria involve a detailed scoring process with a maximum of 300 points, considering factors such as design portfolio, conceptual implementation, and overall architectural approach. A mandatory pre-proposal conference was held on April 12, 2023, and proposals are due by May 10, 2023, at 3:00 PM PST, to be submitted electronically through OregonBuys. Proposers must submit a design portfolio showcasing three previous relevant projects and provide a conceptual implementation of an architectural aesthetic design for a mock office building.
The ODFW requires the selected consultant to comply with state requirements for certified disadvantaged business enterprise participation, specifically including minority-owned, woman-owned, service-disabled veteran-owned, and emerging small business categories. The contract will have a base term from April 25, 2023, through June 30, 2025, with potential extensions if needed. The total project budget is estimated at $3 million for the building structure, though this does not represent the design contract value. Preliminary results from the RFP scoring indicate top-performing firms, with DAO Architecture scoring 283 points, Varitone Architecture scoring 250 points, and ZCS Engineering & Architecture scoring 249 points. Four vendors responded to the bid: ZCS Engineering & Architecture, Oh planning+design, DAO Architecture LLC, and Waechter Architecture. The contract will be funded by State of Oregon sources, and the design work is expected to be completed by 2024.
