About this file

This document contains questions and answers related to a Request for Proposals (RFP) issued by the Oregon Department of Fish and Wildlife (ODFW) for Architectural and Engineering Services to support the design of the North Willamette Watershed District Office Building #13 Improvements. The RFP requires proposers to submit a conceptual implementation of an architectural aesthetic design for a mock office building, as well as a design portfolio of three previous relevant projects. The RFP has a 10-page limit for proposals, excluding the cover letter. The total project budget is $3 million for the building structure, not the design contract. The proposal deadline is May 10th at 3:00 pm, and only one electronic copy is required to be uploaded to OregonBuys.

The RFP indicates that the design portfolio will not count against the 10-page limit. It also clarifies that the list of site visits is for the selected consultant after the RFP is awarded, and not a requirement for the proposal submission. The RFP is seeking services from Professional Services Consultants to provide Architectural and Engineering Services for the North Willamette Watershed District Office Building #13 Improvements project, which is located in Clackamas County, Oregon.

Question and Answers For

No S-63500-00006322 416-22 NW and SW Region ODFW Aesthetic Design Concepts

1. In Section 5.04, bullet 3, it says “ Proposer shall prepare an example design concept for evaluation. The Proposer shall prepare a conceptual implementation of an architectural aesthetic design of a mock office building that utilizes the concepts outlined in this RFP.”

This is something that came up in the pre-proposal meeting, so we wanted to reach out and clarify what kind of conceptual implementation the department is looking for. Does this include renderings, floor plans, or other contents?

Here is a response to the posed question about a concept submittal: The conceptual implementation of aesthetic design is intended to be a single page sketch of the exterior of a building that shows the application of aesthetic design to best exemplify the proposer’s idea how to apply exterior design to a building based on the information presented in the RFP document to represent an ODFW building.

2. Add at the end of the first paragraph of this section: The conceptual implementation of the building shall consist of one of two options. Option 1 is a single page, isometric view drawing of a multistory building that showcases your firms application of aesthetic design influenced by the natural features outlined in the in seven site visit locations listed in Section 3.02 of the RFP. The drawing can be electronically generated or can be a hand sketch. Option 2 is to provide a single digital picture of a completed building from your firms’ previous projects that you feel is a representation of the application of the concepts in Option 1. Note if Option 2 is utilized as part of the submittal package, the photo should capture the entire building within the view and taken from a perspective and distance that allows for evaluation of the aesthetic design elements of the exterior of the building.

3. Bullet 2 under Section 5.04 (page16 of the RFP) asks for design portfolio of three previous buildings, supplemented by design concepts, photos, and descriptions. As we’ve begun working on this portfolio element of the proposal, we’ve realized that it has the potential to take up a large portion of the proposal’s 10 page limit. Is the design portfolio under Bullet 2 of Section 5.04 included in the page count for the proposal?

Portfolio’s will not count against the ten pages limit of the Proposal.

4. In our experience working with State Agencies across the Pacific Northwest, RFPs typically do not ask for design services as part of the response. Please confirm that concept designs for the proposed scope of work are not required as part of the RFP response. Answer: A concept design is required as part of the proposal. This concept is to assist the evaluation team to see how each firm would approach the aesthetics of the building.

5. The RFP indicates the total project budget is $3 million. Is this the total project construction budget or the total project budget for design services? This is the estimated cost for the building structure, not the estimated cost of the design contract.

6. In the Pre-proposal, you clarified the deadline is May 10th, at 3:00pm. On OregonBuys, it still shows May 9th, and hopefully the website will be corrected, or else it might close out any uploading of proposals on the 10th. Please confirm the deadline remains May 10 at 3pm and you anticipate OregonBuys will update this date. I think you are already addressing this from different companies’ inquiry. May 9th or 10th makes no difference to me.

7. On page 15 of the RFP, it mentions submitting an incorrect number of originals, or copies as a Minor Informality, -- but we understand only one electronic copy will be required (to be uploaded on OregonBuys only.) Please confirm that’s correct. Yes only one electronic copy is required.

8. In visiting the NW Oregon sites, Columbia River is mentioned twice – could you please clarify which stretch of the river you’re looking for? To clarify, this list pertains to the selected consultant after the RFP is awarded, it does not pertain to work in the scope of the proposal from each bidding company for the RFP. If companies choose to visit these sites in order to help improve the conceptual aesthetic design submittal, they can certainly do that.

9. It is a very tight page limit (10 max.) for the proposal. Is the Cover Letter included in this page count? Cover Letter is not part of the 10 limit.
