About this opportunity

The City of Orange Beach, Alabama is soliciting bids on an Aerial LiDAR Drone System for topographic surveys with proposals due August 27, 2026. The system specifications are tightly defined around a CHCNAV X500 Rotor UAV with RTK positioning, CHCNAV AlphaAir 6 Flagship Airborne LiDAR System with dual cameras, intelligent batteries and charging station, CoProcess and CoPre software packages, GNSS rover equipment, field controller, and optional aerial mapping camera—all components must function together as a complete integrated surveying package without compatibility issues.

Delivery is required within eight calendar weeks of award. The bidder must notify the City Engineer of any delivery delays. Pricing shall be firm for one year from award and must include all costs, shipping, and handling; the City is tax exempt. The successful bidder must obtain an Orange Beach Business License if delivering within city limits, unless third-party shipping is used.

The bid specifications allow equivalent products if detailed specifications and documentation of differences are provided, establishing minimum industry standards rather than sole-source lock-in. The City intends an initial one-time purchase close to estimated quantities, with additional purchases possible thereafter. Prior to any renewal period, the successful bidder must provide thirty days' written notice of requested price changes, subject to City approval or denial.

Within ten days of notice of award, the contractor must submit two original contracts, one original Performance Bond, one original Labor and Material Bond, a Certificate of Insurance compliant with General Conditions, one copy of Alabama General Contractors License, and one copy of Orange Beach Business License. A preconstruction conference will be scheduled for the contractor to present a proposed work schedule. Failure to submit these documents and insurance within the specified timeframe will result in bid abandonment, annulment of award notice, and forfeiture of the Bid Bond. The City will return one fully executed original contract within ten days of receiving all required documentation.
