About this opportunity
Collier County, Florida is soliciting competitive bids through a Quick Quote procurement process for aerial crossings pipe painting services. The scope of work involves comprehensive cleaning, surface preparation, and painting of 12 county-owned above-ground pipes located at seven countywide locations, including eight wastewater pipes (4-20 inches in diameter), two potable water pipes (10 inches in diameter), and two irrigation quality pipes (12-20 inches in diameter), with linear footage ranging from approximately 50 to 210 feet per location. The contractor must remove all dirt, rust, scale, loose paint, grease, oil, and other deleterious materials in accordance with coatings manufacturer specifications while implementing extensive containment and protection measures including tarps, screens, collection mats, and runoff controls to prevent contamination of adjacent canals, stormwater systems, and surrounding areas. All waste materials must be properly collected, contained, and disposed of in compliance with federal, state, and local environmental regulations. The painting work must utilize professional-grade coatings from approved manufacturers (Tnemec, PPG, Sherwin-Williams, or AkzoNobel equivalents) applied in specified colors: Sherwin-Williams SW4085 Safety Green for wastewater pipes, Blue Brute c900 for potable water pipes, Pantone 522c for irrigation quality pipes, and white for raw water pipes. The contractor must possess proper business tax receipts, professional and occupational licenses for operations in Collier County, E-Verify enrollment, valid background checks, and comprehensive insurance coverage including workers' compensation at statutory limits, employer's liability at $1,000,000 single limit, commercial general liability at $1,000,000 per occurrence with $2,000,000 aggregate, automobile liability at $1,000,000 per occurrence, and pollution liability at $1,000,000 per claim and in aggregate. Questions must be submitted by March 4, 2026, at 12:00 p.m., with bid responses due March 12, 2026, at 12:00 p.m., through the Collier County Procurement Services Division Online Bidding System at https://procurement.opengov.com/portal/collier-county-fl. Contractors are strongly encouraged to conduct site visits at all seven project locations prior to bidding to verify site conditions and access constraints. Work must be completed within 60 days of purchase order issuance, with all prices remaining firm through September 30th (end of fiscal year).
The solicitation does not identify specific set-aside designations or restrictions limiting eligibility to disadvantaged enterprises or other organization classifications; however, all vendors must comply with the county's ethical standards, including certification that no county officials or employees have financial interests in their bids and acknowledgment of the "cone of silence" prohibiting lobbying during the solicitation period. All subcontractors must meet identical insurance, licensing, and E-Verify requirements as the prime contractor. The county will not accept exceptions to its purchase order terms and conditions, surcharges, or vendor-provided alternative contracts, and award will be made to the responsive vendor submitting the lowest lump sum quote for each line item. Collier County must be named as an additional insured on all applicable insurance policies, and certificates of insurance must include a 30-day cancellation notice requirement. No incumbent vendor, current contractor, or specific budget range is identified in the solicitation documents, and payment will be made in accordance with the Local Government Prompt Payment Act, Chapter 218, Florida Statutes, contingent upon submission of proper invoices with purchase order numbers within six months of service completion.

Collier County is seeking a qualified painting contractor to clean, prepare, and paint the exterior of this set of County-owned above-ground potable water, wastewater, and irrigation quality (IQ) pipes and appurtenances at 7 locations. This set includes 8 wastewater pipes, 2 potable water pipes, and 2 IQ pipes located countywide, many of which cross canals and require specialized access equipment.
Scope of Work
- Surface Preparation: The Contractor shall remove all dirt, rust, scale, splinters, loose particles, disintegrated paint, grease, oil, and any other deleterious materials from all surfaces designated for coating. All surface preparation activities shall be performed in accordance with the selected coatings manufacturer's specifications. The Contractor shall employ containment and protection methods, including but not limited to tarps, screens, collection mats, and runoff controls, to ensure that no debris, wash water, or contaminants enter the underlying canal, stormwater systems, or surrounding work areas. All waste materials generated during preparation shall be collected, contained, and properly disposed of in compliance with federal, state, and local environmental regulations. The Contractor shall maintain continuous environmental protection measures throughout the duration of surface preparation to safeguard adjacent structures, waterways, vegetation, and ground surfaces from contamination or damage.

Painting shall be accomplished by experienced painters specializing in industrial painting, familiar with all aspects of surface preparation and applications required for this project. Regardless of any dry film thickness recommended by the manufacturer, all paint must completely cover the surface, to the satisfaction of the Department, in such form that the undersurface does not show through.
