About this opportunity
The Administrative Office of the Courts (AOC) for the State of Maryland has issued an Invitation for Bids (IFB K27-0004-25) on April 1, 2026, seeking qualified vendors to provide certified AED/CPR training services on an as-needed basis at five designated District Court of Maryland (DCM) locations: Eastside District Court in Baltimore, Salisbury District Court, Maryland Judicial Center in Annapolis, Upper Marlboro District Court, and Hyattsville District Court. The procurement aims to train approximately 400 personnel annually, including approximately 400 Bailiffs and 300 District Court Commissioners, in initial certification and biennial recertification for CPR and AED use. All training sessions must accommodate a minimum of 12 and maximum of 25 students per session, scheduled with at least two weeks' advance notice, with morning sessions from 9:00 AM to 12:00 PM EST and afternoon sessions from 1:00 PM to 4:00 PM EST. Successful bidders must demonstrate a minimum of three years of documented experience providing AED/CPR training services and employ instructors currently certified by the American Heart Association, American Red Cross, or American Safety & Health Institute. The contract pricing structure includes three line items: Initial AED/CPR Certification, AED/CPR Recertification, and Replacement Certification Cards, with the bidder responsible for providing all necessary equipment, materials, transportation, and certification cards, with travel costs, materials, and certifications included in the per-student pricing. The contract term runs three years from July 19, 2026, to July 18, 2029, with the AOC retaining the sole right to exercise one additional one-year renewal option at its discretion. Bid submissions are due by May 1, 2026, through the Maryland Judiciary Procurement Portal, with questions directed to Procurement Officer Karen Hoang at Karen.hoang@mdcourts.gov or 410-260-1582.
This procurement contains no guaranteed minimum usage, operates on an indefinite quantity basis with fixed unit pricing, and has no specific MBE or VSBE participation goals or set-asides, though qualified bidders may self-identify as Minority Business Enterprise (MBE) or Veteran-Owned Small Business Enterprise (VSBE) designations for consideration. No incumbent vendor or current contractor is identified in the solicitation documentation. The successful bidder must maintain comprehensive general liability insurance of $1,000,000 combined single limit per occurrence with $2,000,000 annual aggregate, workers' compensation insurance of $500,000, and automobile liability insurance of $1,000,000 bodily injury and property damage. All bidder personnel working at DCM locations must undergo criminal background checks approved by the Administrative Judge of the District and obtain AOC security identification badges prior to commencing work. If fewer than 12 students attend a scheduled session, the DCM shall pay the equivalent of 12 students at the awarded per-student rate; if 12 or more students attend, payment is based on actual attendance. The AOC will not assess cancellation fees for cancellations made at least 48 hours in advance; however, cancellations with less than 48 hours notice will result in payment for a minimum class of 12 students. No specific budget range or award value is provided in the procurement documentation, as pricing will be determined through competitive bidding with unit rates established for each service category across the contract term.
