About this file

This is an Invitation for Bids (IFB) issued by the Maryland Administrative Office of the Courts (AOC) seeking qualified vendors to provide certified AED/CPR training services on an as-needed basis at designated District Court of Maryland (DCM) locations statewide. The AOC seeks to train approximately 400 personnel annually, consisting of approximately 400 Bailiffs and 300 District Court Commissioners, in initial certification and biennial recertification for CPR and AED use. Training shall be conducted at five specified DCM facilities: Eastside District Court in Baltimore, Salisbury District Court, Maryland Judicial Center in Annapolis, Upper Marlboro District Court, and Hyattsville District Court, with potential for additional locations by mutual agreement. The DCM Security Office will schedule training at least two weeks in advance, with sessions targeting a minimum of 12 and maximum of 25 students per session, with morning sessions from 9:00 AM to 12:00 PM EST and afternoon sessions from 1:00 PM to 4:00 PM EST. The IFB was issued April 1, 2026, with bid submission through the Maryland Judiciary Procurement Portal; bidders must direct questions to Procurement Officer Karen Hoang at Karen.hoang@mdcourts.gov or 410-260-1582. The contract term is three years from July 19, 2026 to July 18, 2029, with the AOC retaining the sole right to exercise one additional one-year renewal option at its discretion.

Bidders must demonstrate a minimum of three years of documented experience providing AED/CPR training services and employ instructors currently certified by the American Heart Association, American Red Cross, or American Safety & Health Institute. The successful bidder shall provide all necessary equipment, materials, transportation, and certification cards, with travel costs, materials, and certifications included in the per-student pricing. If fewer than 12 students attend a session, the DCM shall pay the equivalent of 12 students at the awarded per-student rate; if 12 or more students attend, payment is based on actual attendance. The AOC will not assess cancellation fees for cancellations made at least 48 hours in advance; cancellations with less than 48 hours notice result in payment for a minimum class of 12 students. There is no guaranteed minimum usage, no MBE or VSBE participation goal, and the contract is on an indefinite quantity basis with fixed unit pricing. The successful bidder must maintain comprehensive general liability insurance ($1,000,000 combined single limit per occurrence, $2,000,000 annual aggregate), workers' compensation ($500,000), and automobile liability ($1,000,000 bodily injury and property damage). All bidder personnel working at DCM locations must undergo criminal background checks approved by the Administrative Judge of the District and obtain AOC security identification badges prior to commencing work.
