About this opportunity

The State of South Dakota, specifically the Office of the State Engineer (OSE) on behalf of the Department of Game, Fish & Parks, is seeking professional engineering services for a wastewater infrastructure project at Ft. Sisseton State Park in Lake City. The project involves comprehensive evaluation and potential repair or replacement of the park's wastewater lagoon liner, lift station, water line, and sewer line systems. Interested engineering firms must submit a Statement of Interest (SOI) by 3:00 PM CT on August 15, 2023, electronically to Steven Palmer. The SOI should be limited to 5 pages and outline the firm's qualifications, specialized expertise, proposed methodology, available resources, past performance, and project management techniques. Evaluation criteria will focus on the team's technical approach, experience, and familiarity with similar infrastructure projects. The project timeline requires design completion and bid advertisement by December 15, 2023, with anticipated construction in fall 2024. Potential bidders are encouraged to contact Steven Palmer for additional information or Ryan Tobin to schedule a site visit.

No specific set-aside designations or restrictions on respondent types are explicitly mentioned in the procurement documents. The construction budget is currently estimated at $230,000, though this amount is subject to change based on detailed assessment and design recommendations. The project is funded under OSE# G2123--10X/ARPA, suggesting potential use of American Rescue Plan Act funds. No incumbent vendors or existing contractors are identified in the documentation. The project appears to be a comprehensive infrastructure renewal effort focusing on critical utility systems at Ft. Sisseton State Park. Interested engineering firms will need to demonstrate technical competence in evaluating and designing repairs for wastewater and utility infrastructure, with a particular focus on lagoon liner, lift station, water line, and sewer line systems in a state park setting.
