About this opportunity

The South Dakota Department of the Military (DOM) is soliciting Statements of Interest (SOI) from architectural and engineering (A/E) firms for the Sturgis Armory Add/Alt project, a comprehensive facility renovation and expansion. The project involves renovating 4,300 square feet of existing administrative, classroom, and unit supply spaces and constructing a 10,000-square-foot addition featuring an auditorium, restrooms/locker rooms, and administrative spaces. Firms must submit electronic SOI documents by May 30, 2025, at 4:00 PM Mountain Time, with a maximum submission length of 40 pages. The procurement will follow a multi-stage evaluation process, with a technical review committee first screening submissions and creating a shortlist of firms based on 14 specific evaluation criteria. These criteria include project approach, team expertise, project management techniques, knowledge of codes and regulations, quality assurance/quality control processes, and past performance records. The anticipated project timeline includes AE Team Selection in June 2025, Programming Phase in August 2025, and a Design Charrette/Site Investigation beginning in September 2025.

The solicitation does not explicitly mention specific set-aside designations or restrictions for disadvantaged enterprises. The project will be located adjacent to a recently awarded National Guard Vehicle Maintenance Shop and will require direct integration of utilities, access roads, parking, and other infrastructure. The construction budget is estimated at $9.3 million, with the project required to meet or exceed LEED Silver Certification and include full building Commissioning. The final firm selection will be made by a State Building Committee based on a combination of the submitted Statement of Interest and subsequent interviews with shortlisted firms. Project milestones are anticipated to continue through 2026, with bidding expected to open in 2027, though the schedule remains subject to National Guard Bureau approvals and available funding. Interested firms should direct questions and submissions to Cullen.Jorgensen@state.sd.us.
