About this file

The document is a Request for Statements of Interest (SOI) issued by the South Dakota Department of the Military (DOM) for the Sturgis Armory Add/Alt project, seeking professional Architectural and Engineering (AE) services. The project involves renovating 4,300 square feet of existing administrative, classroom, and unit supply spaces and adding 10,000 square feet featuring an auditorium, restrooms/locker rooms, and administrative spaces. The project is adjacent to a recently awarded National Guard Vehicle Maintenance Shop and will create a single complex, requiring direct integration of utilities, access roads, parking, and other infrastructure. The SOI requests submissions by May 30, 2025, at 4:00 PM MT, with an anticipated AE Team Selection in June 2025, Programming Phase in August 2025, and Design Charrette/Site Investigation starting in September 2025.

The construction budget is estimated at $9.3 million, with the project required to meet or exceed LEED Silver Certification and include full building Commissioning. The SOI outlines 14 specific evaluation criteria for firms, including project approach, team expertise, project management techniques, knowledge of codes and regulations, QA/QC processes, and past performance records. A technical review committee will evaluate submissions, create a shortlist, and conduct interviews with a State Building Committee to select the top firm. The project timeline includes various design milestones in 2025 and 2026, with bidding expected to open in 2027, though the schedule is subject to change based on National Guard Bureau approvals and available funding.
