About this opportunity
South Dakota State University is seeking Architectural and Engineering (A&E) design services for a new soccer competition venue project located on its campus in Brookings, South Dakota. The procurement involves comprehensive design services including program verification, planning, design, construction documentation, bidding, and construction administration for a facility that will include a north-south oriented competition field with 750-seat open bleacher grandstands, press boxes, and a 4,500 gross square foot support facility. The project's key objectives include creating an on-campus venue for soccer competitions, enhancing pedestrian infrastructure along Jackrabbit Avenue, and supporting existing baseball and softball facilities. Statements of Interest must be submitted electronically by 3:00 PM on January 16th, 2026, to Jonathan Meendering, Director of Planning & Design. The technical review committee will evaluate submissions based on weighted criteria: specialized expertise (30%), available resources (15%), past performance record (20%), ability to handle project constraints (20%), project management techniques (5%), availability to project locale (5%), and local familiarity (5%). Submissions are requested to be limited to twenty pages, though this is not a strict requirement.
No specific set-aside designations or restrictions on respondent organizations were explicitly detailed in the solicitation document. The procurement does not mention incumbent vendors, disadvantaged enterprise requirements, or specific integration requirements with existing infrastructure. While no precise project budget or award value was specified, the comprehensive scope suggests a significant capital investment in campus sports infrastructure. The support facility will connect to existing campus utilities for power, water, and sanitary sewer, indicating some existing infrastructure integration. The project aims to improve the overall campus experience for student-athletes and spectators by developing a new soccer competition venue at the northeast corner of Jackrabbit Avenue and North Campus Drive. Interested firms can request additional project information directly from Jonathan Meendering, who can be contacted at jonathan.meendering@sdstate.edu or by phone at (605) 688-4975.
