About this opportunity

The Texas Facilities Commission is requesting qualifications for prime architectural and engineering services for the Texas Finance Commission New Building project, with responses due July 22, 2026 at 3:00 PM and mandatory pre-submittal teleconferences on July 7 and July 8, 2026. A HUB (Historically Underutilized Business) Subcontracting Plan is mandatory, requiring good faith efforts to utilize certified Veteran-owned HUB (VetHUB) vendors for subcontracting opportunities including MEP services, civil engineering, site planning, interior design, structural engineering, and compliance consulting.

The project involves demolition of Building 10 and construction of a new three-story, 65,000-square-foot structure with 200 surface parking spaces at 3500 Jackson Avenue, Austin, Texas. The approximate construction cost is estimated at $53 million. A/E services span six phases—Pre-Design, Schematic Design, Design Development, Construction Documents, Bidding and Award, and Construction Administration—with a contract term of 1,095 calendar days commencing within fourteen days of notice to proceed. All deliverables, including drawings, specifications, and reports, constitute work-for-hire and exclusive property of TFC with full copyright and intellectual property rights vesting in TFC.

Respondents must maintain current business entity registration with both the Texas Board of Professional Engineers and Land Surveyors and the Texas Board of Architectural Examiners. An A/E Project Manager with decision-making authority must be identified and approved by TFC, with no changes permitted without written consent. Basic Services compensation is structured as a stipulated sum with proportional monthly payments based on phase completion: 5% for Pre-Design, 10% for Schematic Design, 35% for Design Development, 60% for Construction Documents, 70% for Bidding/Award, and 100% upon Construction Administration completion.

Evaluation criteria are Relevant Experience and Qualifications (50 points), Proposed Methodology (40 points), and Quality Assurance/Quality Control (10 points), with Company Information, Litigation History, and HUB Subcontracting Plan scored on a pass/fail basis. Award decisions will be made by August 20, 2026 if interviews are not required, or by September 17, 2026 if interviews are conducted, with contract execution by October 1, 2026. The contract is contingent upon continued availability of state funding and may be terminated if funds become unavailable due to legislative budget cuts. All deliverables must be maintained in Building Information Model format in Autodesk Revit.
