About this file

This document is a Subcontracting Plan Presentation prepared by the Texas Facilities Commission Office of Business Opportunities for a mandatory HUB subcontracting requirement associated with the A/E Services for Texas Finance Commission New Building project. Respondents must submit a completed Subcontracting Plan by the posted deadline to satisfy TFC solicitation requirements. The subcontracting plan must document either self-performance of the entire contract scope using the respondent's own employees, supplies, materials, and equipment, or a good faith effort to solicit and utilize certified Veteran-owned HUB (VetHUB) subcontractors for identified subcontracting opportunities. For good faith effort solicitations, respondents must solicit a minimum of two VetHUBs for each subcontracting opportunity determined, allowing a minimum of seven business days for VetHUB response before submitting the plan. The A/E Services contract spans six phases over 1,095 calendar days, with responses due July 22, 2026, mandatory pre-submittal teleconferences scheduled for July 7 and 8, 2026, and award decisions targeted for August 20, 2026 if no interviews are required, or September 17, 2026 if interviews are conducted.

The Subcontracting Plan must include six key sections: respondent information with Texas Vendor ID and VetHUB certification status; declaration of the compliance method selected; affirmation statements validating the chosen approach; detailed identification of all subcontracting opportunities with NIGP codes and estimated percentages of contract value; documentation of good faith efforts including solicitation notifications and vendor selection rationale based on best value; and final affirmation with required signatures. An incomplete subcontracting plan—including missing signatures, missing documentation, or failure to meet good faith effort requirements—will result in disqualification from the solicitation. Respondents intending to request a courtesy review must submit their plan to opportunities@tfc.texas.gov no later than three business days before the solicitation deadline. The TFC Office of Business Opportunities provides staff contact information and directs vendors to consult the Centralized Master Bidders List and VetHUB database for potential subcontractor identification.
