About this opportunity
The Colorado Department of Education is requesting qualifications for architect/engineer services for HVAC, electrical, and energy upgrades at the Colorado Talking Book Library in Denver, with prequalification submittals due July 30, 2026 and oral interviews scheduled for August 26, 2026. Amendment 1 to the RFQ was posted July 7, 2026 and modifies original submission requirements.
A Colorado labor requirement mandates that at least 80 percent of work be performed by Colorado residents. The scope encompasses design services through the Design/Bid/Build delivery method for a 25,818 square foot facility constructed in 1974, including rooftop unit replacements (RTUs 1–8), ventilation improvements, lighting control system modernization, and a mini-split cooling system for the server room. The selected firm will provide Basic Services across Schematic Design, Design Development, Construction Documents, Bidding Phase, and Contract Administration phases, plus reimbursable expenses and post-construction services including an ASHRAE Level II Energy Audit.
The total project budget is $1,179,689, with a fixed construction cost limit of $845,164. Compensation is structured by phase with additional reimbursable expenses at agreed-upon wage rates per the Wage Rate Schedule. The A/E agreement follows the State's standard form SC-5.1.
The RFQ evaluation comprises written prequalification submittals scored on project team qualifications, firm capabilities, prior experience, project approach, equity and diversity initiatives, work location, and additional factors, followed by oral interviews on team capabilities and project management. Award is anticipated August 27, 2026, with contract execution required by November 5, 2026. Vendor questions are due July 14, 2026. All submittals must be uploaded to a secure Box.com link. The project is subject to the Buy Clean Colorado Act, requiring Environmental Product Declarations for eligible materials to meet maximum global warming potential limits.
