About this opportunity

The South Dakota Office of the State Engineer (OSE) is seeking professional engineering firms to provide architectural and engineering services for the Oahe Downstream State Park Dump Station Replacement CAT 5.2 project in Pierre, South Dakota. The procurement is specifically for comprehensive design, bidding, and construction services for a new dump station within Harding County. Project deliverables include designing and constructing new tanks, water towers, integrating with existing sewer and water infrastructure, and completing asphalt paving. Interested firms must submit a detailed Statement of Interest (SOI) electronically to Steven Palmer by 2:00 PM CT on August 14, 2023, addressing key evaluation criteria such as technical expertise, project management capabilities, past performance, and local project familiarity. Firms are encouraged to schedule a site visit with Ryan Tobin to gain additional project insights, with contact information provided in the solicitation. The project timeline requires design and bid documentation to be completed by December 15, 2023, with anticipated construction scheduled for spring or fall 2024.

No specific set-aside designations or restrictions for disadvantaged enterprises were explicitly mentioned in the solicitation documents. The construction budget is established at $500,000, providing a clear financial boundary for the project. While no incumbent vendors were identified, the project will require integration with existing sewer and water supply infrastructure at the Oahe Downstream State Park. The procurement appears open to qualified engineering firms with demonstrated experience in municipal infrastructure projects, particularly those capable of managing project constraints and maintaining budget efficiency in the current high-bid economic environment. Interested firms should possess technical capabilities in designing specialized park infrastructure, understanding of water and sewer system connections, and experience with state park facility improvements. The project is being funded through the state's Department of Game, Fish & Parks and involves specific engineering and construction specifications for a new dump station facility.
