About this opportunity
The State of West Virginia Department of Administration Purchasing Division, on behalf of the Division of Natural Resources Parks and Recreation Section, issued a Centralized Expression of Interest (CEOI) solicitation closed on April 17, 2024, at 1:30 PM Eastern Time, seeking qualified architectural and engineering firms to provide design and construction contract administration services for campground improvements at two state parks: the Black Oak campground at Little Beaver State Park in Raleigh County and the campground at Twin Falls State Park in Wyoming County. The project scope encompasses comprehensive campsite and campground road alterations, repairs, and improvements to accommodate modern RV and trailer sizes, including installation of 50-amp electrical service, water hookups, picnic tables, fire rings, campsite pad improvements, and gravity-fed sewer hookups, with development of an overall campground site plan to improve layout, site numbering, and individual campsite design in compliance with all local, state, and federal regulations. Vendor responses must include a statement of qualifications, performance data, staff certifications and degrees, a proposed staffing plan, and descriptions of past projects with relevant contact information detailing how project goals and objectives were achieved. The State will select the three most qualified firms based on submitted expressions of interest, conduct individual interviews, and rank them in order of preference before commencing scope of service and price negotiations with the highest-ranked firm. Evaluation will be conducted using a 100-point scoring system comprising Qualifications, Experience, and Past Performance (40 points); Anticipated Concepts and Methods of Approach to Goals and Objectives (40 points); and Oral Interview Performance (20 points). The contract will be structured as a fixed-period project oversight contract beginning upon encumbrance and continuing until project completion, with inquiries directed to Joseph E. Hager III at (304) 558-2306 or joseph.e.hageriii@wv.gov.
Prior to contract award, the selected vendor must provide proof of Professional/Malpractice/Errors and Omissions Insurance of at least $1,000,000 per occurrence, Commercial General Liability Insurance of at least $1,000,000 per occurrence, and Automobile Liability Insurance of at least $500,000 per occurrence. The apparent successful vendor must be properly registered with the West Virginia Purchasing Division and comply with all state licensing and registration requirements. The solicitation documents do not contain specific information regarding pricing terms, set-asides for disadvantaged enterprises, incumbent vendors, contract duration renewal options, or explicit funding amounts and sources. However, the invoice and shipping location for the selected firm is designated as Division of Natural Resources Parks & Recreation-PEM Section, 324 4th Avenue South, Charleston, West Virginia 25305. All offers are subject to the terms and conditions contained in the complete solicitation documentation. Interested vendors should submit responses to the Department of Administration Purchasing Division, located at 2019 Washington Street East, Charleston, West Virginia 25305.
