About this opportunity

The Agency for Community Transit (ACT) is issuing a Request for Information on static and digital billboard advertising services throughout Madison County, Illinois, with responses due October 5, 2026. This RFI is market research to inform a potential future procurement and does not constitute a commitment to purchase or solicit pricing.

ACT seeks information on billboard inventory and capabilities across communities including Alton, Edwardsville, Granite City, Collinsville, Highland, Wood River, Bethalto, Troy, Glen Carbon, Maryville, and Pontoon Beach. The geographic scope encompasses Madison County broadly. Required inventory includes traditional vinyl displays, illuminated billboards, and full-motion digital displays with rotational messaging capabilities. Respondents must provide specific billboard identifications, GPS coordinates, direction of travel, daily traffic counts, illumination specifications, available viewing metrics, and estimated impressions for each asset proposed.

ACT will only accept responses from firms that own, operate, manage, or hold direct contractual authority over the billboard assets being proposed. Third-party brokers, advertising agencies, resellers, intermediaries, or other entities acting solely as brokers are not permitted to respond.

The preliminary market research identifies Outfront Media, Lamar Advertising Company of St. Louis, Missouri, and DDI Media as known vendors in this space. The stated budget for potential services is not to exceed $15,000 for calendar year 2027, though this RFI does not bind ACT to any specific expenditure or vendor selection. Late submissions will not be considered.
