About this opportunity
Jackson County, Missouri is issuing Request for Proposal No. 26-015 for a 24-month term and supply contract with one optional 12-month extension for advertising services related to delinquent land tax petitions and foreclosure sale notices for Kansas City and Independence. The procurement encompasses typesetting, editing, and publishing services for three service categories: editing and publishing petitions for Kansas City and Independence (estimated 3,100 and 500 parcels respectively in June), editing and publishing sales notices for both locations (estimated 2,100 combined parcels in July), and optional late sales publications (estimated 5-500 combined parcels). Successful contractors must deliver petition publications as independent inserts for four Wednesdays and sales publications as independent inserts for four Fridays, with preference given to vendors capable of distributing paper publications. Vendors must edit raw data files provided by the county according to specified formatting requirements, including condensing situs addresses, correcting word wrapping, adjusting line lengths to vendor standard column widths, and removing unnecessary information. Required qualifications include a minimum of five years' experience providing similar services to other municipalities, location within the Greater Kansas City Metropolitan Area (eight counties in Missouri and Kansas) or documented capability to perform the work, current compliance with all Jackson County taxes and licensing requirements, and three customer references. Affidavits of publication must be submitted within two business days following each publication cycle. Questions must be submitted through the Jackson County Bonfire Portal by 5:00 p.m. CDT on April 7, 2026, with bids due electronically by 2:00 p.m. CDT on April 14, 2026. All proposals must remain binding for 90 calendar days following the response deadline.
Respondents must obtain a Certificate of Compliance from the Jackson County Compliance Review Office at least five business days prior to the bid deadline and must comply with Jackson County's Minority/Women/Veteran Business Utilization goals and Responsible Bidders Ordinance, with MBE, WBE, and Small Business status declarations required with supporting certifications if applicable. Respondents must be registered in good standing with the Missouri Secretary of State and provide evidence of federal, state, and local licenses, complete IRS W-9 forms, and Certificates of Insurance within ten business days of award notification. Insurance requirements include Commercial General Liability ($1,000,000 per occurrence/$2,000,000 aggregate), Commercial Automobile Liability ($1,000,000 combined single limit), Workers Compensation at statutory limits with Employers Liability ($500,000 each), and Excess/Umbrella Liability ($1,000,000 each occurrence), with Jackson County named as an additional insured. All contractors must participate in federal work authorization programs and attest to not knowingly employing unauthorized aliens, and prevailing wage rate compliance is required, though wage rates apply only to projected repairs exceeding $75,000. No incumbents or existing contractors are identified in the solicitation documents. The county estimates annual spending of approximately $10,000 for these advertising services and reserves the right to split the contract award and to add or delete locations as necessary. Missouri-manufactured goods and services receive preference when quality and price are equal, and no work may commence without a purchase order from the Jackson County Finance and Purchasing Department.
