About this opportunity
Palm Beach County Department of Airports is soliciting proposals for an Advertising Concession Agreement at Palm Beach International Airport (also known as President Donald J. Trump International Airport), with proposals due July 13, 2026 at 3:00 p.m. local time. Attendance at a mandatory pre-proposal conference on June 18, 2026 at 10:00 a.m. is required; failure to attend results in proposal disqualification.
The scope requires a single operator to design, install, manage, maintain, and operate an innovative advertising program throughout the airport terminal, including the McCampbell Terminal Building's three levels, two concourses with twenty-eight aircraft gates, and ground-level commuter concourse. Proposers must demonstrate experience managing airport advertising concessions at two or more comparable airports with no fewer than two million annual enplanements within the preceding five years. All advertising content, displays, locations, and installations are subject to County review and approval; prohibited content includes false or misleading material, political advocacy, tobacco or alcohol promotion, sexually explicit material, and content that interferes with airport operations or violates ADA standards.
The initial concession term runs October 1, 2026 through September 30, 2031 (five years), with a potential additional five-year renewal term through September 30, 2036, at the County's sole discretion. A six-month transition period from October 1, 2026 through March 31, 2027 defers minimum annual guarantee payments. The revenue proposal must specify a percentage fee of gross revenues not less than 45 percent, with first-year minimum annual guarantee of $250,000 and second-year guarantee of $500,000; subsequent years adjust to the greater of eighty-five percent of the prior year's percentage fee or the prior year's minimum guarantee. Historical fiscal year 2025 revenues were $2,536,283 gross, with County payments of $1,228,829. Proposers must submit a $5,000 proposal guarantee and financial documentation (balance sheets, income statements, federal tax returns, or bank references). The airport currently serves over 8.6 million commercial passengers annually. Selection committee meetings and oral presentations are scheduled July 22, 2026, with anticipated award September 15, 2026. All proposers and subcontractors must register in the Purchasing Department's Vendor Self-Service system.
