About this opportunity

Palm Beach County Department of Airports is requesting proposals for an advertising concession agreement at Palm Beach International Airport (to be renamed President Donald J. Trump International Airport effective July 9, 2026), with proposals due July 13, 2026 at 3:00 p.m. A mandatory pre-proposal conference was held June 18, 2026. Amendment No. 2 was issued June 19, 2026, modifying pricing structures, revenue sharing arrangements, and operational terms from the original RFP.

The scope requires the selected concessionaire to design, install, manage, maintain, and operate a comprehensive advertising program featuring digital screens, wall wraps, scrolling displays, interactive kiosks, and traditional signage throughout the terminal and concourses. Proposers must demonstrate minimum experience with at least two comparably-sized airports (no less than two million annual enplanements) within the preceding five years.

The initial term is five years commencing October 1, 2026, with one optional five-year renewal term. A six-month transition period (October 1, 2026 through March 31, 2027) applies during which the selected proposer pays only a monthly percentage fee without the minimum annual guarantee. Thereafter, proposers must submit a percentage fee of not less than 45 percent of annual gross revenues, fixed or increasing but not declining. Minimum annual guarantees are $250,000 during the transition period, $500,000 for year two, and thereafter adjusted annually to the greater of 85 percent of the prior year's percentage fee or the prior year's MAG. Fiscal year 2025 gross advertising revenues were $2,536,283.04.

Proposers must submit a proposal guarantee of $5,000 and a performance guarantee equal to 50 percent of the minimum annual guarantee. Submission requires one unbound original, five hard copies, and one electronic PDF copy. Selection committee meeting and oral presentations are scheduled for July 22, 2026, with award anticipated September 15, 2026. No ACDBE participation goals are currently established due to federal regulatory transition, though the county encourages participation by qualifying small businesses and disadvantaged enterprises.
