About this opportunity
The Palm Beach County Department of Airports is requesting proposals for an advertising concession agreement at Palm Beach International Airport (to be renamed President Donald J. Trump International Airport effective July 9, 2026) under RFP PB 26-2, with proposals due July 13, 2026, and a mandatory pre-proposal conference held June 18, 2026 at 10:00 a.m. — attendance required for proposal responsiveness.
The scope covers design, installation, management, maintenance, and operation of an innovative airport advertising program incorporating national, local, and partner advertising while maintaining aesthetic compatibility with terminal architecture and providing discounted opportunities for local events, public service announcements, and authorized tourism partners. All advertising content, displays, locations, and installations are subject to County review and approval; prohibited content includes false or deceptive messaging, political advocacy, tobacco, vaping, alcohol-focused products, adult entertainment, sexually explicit or violent material, and any content interfering with airport operations, safety, or accessibility.
The initial lease term runs October 1, 2026, through September 30, 2031 (five years), with one optional five-year renewal at the County's sole option. A six-month transition period (October 1, 2026, through March 31, 2027) permits operation without paying the Minimum Annual Guarantee but requires a Monthly Percentage Fee. The concessionaire must propose a Monthly Percentage Fee for the transition period and an annual Percentage Fee of no less than 45 percent of Gross Revenues for each contract year, with the option to propose fixed or increasing (but not declining) percentages throughout the term. The Minimum Annual Guarantee is $250,000 during the transition period and $500,000 in the second year, thereafter adjusted annually to the greater of 85 percent of the prior year's Percentage Fee or the prior year's Minimum Annual Guarantee. Historical gross revenues range from approximately $969,000 (fiscal year 2021) to $2.5 million (fiscal year 2025). Proposers must post a $5,000 proposal guarantee and a performance guarantee (surety bond or letter of credit) equal to 50 percent of the Minimum Annual Guarantee.
Proposers must demonstrate recent, relevant experience managing advertising concessions at two or more comparably-sized airports (minimum two million annual enplanements) within the preceding five years, provide three business references, submit comprehensive financial information, and propose a minimum initial investment for advertising display manufacturing, design, refurbishment, and installation. Questions are due June 25, 2026, at 3:00 p.m. The selection committee meets July 22, 2026, with anticipated award September 15, 2026. The airport serves 8.6 million commercial passengers annually with twenty-eight aircraft parking gates and eleven major airlines.
