About this opportunity

Palm Beach County Department of Airports is requesting proposals for an Advertising Concession Agreement at Palm Beach International Airport (to be renamed President Donald J. Trump International Airport effective July 9, 2026), with proposals due July 13, 2026, and a mandatory pre-proposal conference on June 18, 2026 at 10:00 a.m. Attendance at the pre-proposal conference is required for proposal qualification.

The scope requires the concessionaire to design, install, manage, maintain, and operate a comprehensive airport advertising program incorporating innovative displays, balanced national and local advertising, and tourism promotion. The airport serves over 8.6 million commercial passengers annually and accommodates 28 aircraft gates with two additional gates under construction, offering advertising opportunities across multiple concourses and terminal locations.

Proposers must demonstrate relevant experience managing advertising concessions at comparable-sized airports with a minimum of two million annual enplanements within the preceding five years and provide detailed financial information including balance sheets, income statements, or federal tax returns. Historical data shows the current concessionaire generated $2,536,283 in gross revenues for fiscal year 2025, with payments to the County of $1,228,829.

The initial contract term is five years commencing October 1, 2026, with an option for one five-year renewal at the County's sole discretion. A six-month transition period runs through March 31, 2027, during which the concessionaire pays only a monthly percentage fee without the minimum annual guarantee. The concessionaire must propose a Percentage Fee of not less than 45 percent of annual Gross Revenues, which may remain fixed or increase but cannot decline. The Minimum Annual Guarantee is $250,000 during transition and $500,000 in year two, thereafter adjusted to 85 percent of the prior year's percentage fee or prior year's guarantee, whichever is greater. Proposers must submit a $5,000 proposal guarantee, provide a performance guarantee of 50 percent of the Minimum Annual Guarantee, and specify a Minimum Initial Investment in their proposals. Criminal history record checks and required insurance coverage are mandatory for all airport personnel. Oral presentations and selection committee meeting are anticipated for July 22, 2026, with award anticipated for September 15, 2026. Proposals require one unbound original, five hard copies, and one electronic copy in PDF format.
