About this opportunity

Collier County, Florida, through its Board of County Commissioners Procurement Services Division and Tax Collector's Office, is seeking competitive sealed bids from written news media sources to advertise delinquent property tax lists for the calendar year. The procurement, designated as Invitation to Bid (ITB) No. 24-8311, requires the selected vendor to publish delinquent tax lists with specific requirements, including three consecutive weekly insertions for real estate taxes and one single insertion for personal property taxes. The successful bidder must publish in a newspaper with a minimum of 1,000 copies of "general circulation" in Collier County, provide detailed property listings itemized by owner name, section, township, range, and parcel number, and include a full-length county map. Vendors must submit a sworn affidavit of minimum paid circulation and a recent Audit Bureau Circulation Report. The bid is due on February 26, 2025, at 3:00 PM EST, to be submitted online through the Collier County Procurement Services Division Online Bidding System, with the award based on the lowest total bid. The contract term is intended to be five years, with potential extensions up to 180 days.

The solicitation does not explicitly mention set-aside designations for disadvantaged enterprises, but it does include provisions for local vendor preference for businesses with a Collier or Lee County business tax receipt. Vendors must meet comprehensive qualification requirements, including mandatory E-Verify program enrollment, immigration affidavit certification, and proof of business licensing. The county reserves the right to select one or multiple suppliers and to reject any or all bids. While no specific budget range is provided in the documents, the bid schedule suggests a competitive pricing structure where vendors will propose their actual pricing for advertisement insertions. Vendors must also provide extensive documentation, including insurance certificates, corporate status verification, and compliance with environmental and safety standards. The contract may potentially be used by other County departments, indicating a broader scope of applicability beyond the initial solicitation.
