About this opportunity
The New Mexico Department of Health is seeking an Advanced PowerBI Consultant through Request for Proposal (RFP) #26-665-1100-78296, targeting comprehensive data transformation and visualization services utilizing Microsoft Power BI Premium platform. The procurement aims to enhance organizational decision-making capabilities through advanced data modeling and business intelligence consulting. Offerors must demonstrate expert-level proficiency in M code, DAX, and PowerBI Report Builder, with specific requirements to develop complex multi-source dataset visualizations covering public health surveillance, enterprise financial systems, and healthcare operational metrics. The proposal evaluation will be rigorous, allocating 900 points for technical specifications and 100 points for business specifications, with proposals due on November 2, 2025, through the NMDOH Bonfire Procurement Portal. Contractors will be expected to provide flexible consultation services with guaranteed one-business-day response times, accommodating up to eight hours of service daily, and must maintain HIPAA compliance while delivering sophisticated visualization solutions for disease outbreak tracking, financial reporting, and emergency response dashboards.
The contract does not specify explicit set-aside designations or restrictions for specific enterprise types. The initial contract term is one year with three potential one-year renewal options, structured to provide 450 available service hours per fiscal year from 2026-2029. While no incumbent vendors are identified, the procurement requires contractors to integrate with existing enterprise systems and provide comprehensive training alongside visualization services. The hourly rate-based contract will be awarded based on a cost comparison formula against the lowest responsive offer, with maximum compensation determined by available legislative appropriations. Contractors must track and notify the agency when total compensation limits are approached and cannot exceed the agreed amount without written amendment. The professional services contract includes provisions for independent contractor status, with invoicing required within fifteen days after the fiscal year of service delivery and a thirty-day agency review process for acceptable invoices.
