About this opportunity

The County of Orange Health Care Agency is conducting a fully electronic Request for Proposals (RFP) for Adult Full Service Partnership (FSP) Services across three geographic regions in Orange County: North, South, and Central. The procurement seeks qualified providers to deliver evidence-based behavioral health services, including Assertive Community Treatment (ACT), Forensic Assertive Community Treatment (FACT), FSP Intensive Case Management (ICM), and Individual Placement and Support (IPS) model services for adults ages 18-59 and older adults ages 60 and above with serious mental disorders and co-occurring substance use disorders. Respondents may propose for one or more service categories and regions, with key objectives including providing culturally and linguistically competent wraparound services. Minimum qualifications require a minimum of five years of experience delivering FSP services, absence from federal and state exclusion lists, and ability to conduct business in Orange County. The RFP has a question submission deadline of January 5, 2026, at 4:00 p.m., with proposals due by January 12, 2026, at 4:00 p.m. Evaluation is anticipated in January 2026, with interviews scheduled for mid-February 2026, and Board of Supervisors approval expected on May 5, 2026.

The RFP does not specify specific set-aside designations or restrictions on respondent types beyond the minimum qualifications. Services will be reimbursed on a Fee-for-Service (FFS) basis using Medi-Cal reimbursement rates ranging from $37.50 to $124.95 per billable unit, with funding sources including Medi-Cal Full Financial Participation and Mental Health Services Act (MHSA) flexible funds. The County anticipates awarding contracts to one or more providers per service category and reserves the right to make multiple awards and apportion requirements among respondents. No start-up funds are available, and all contracts are contingent upon sufficient federal, state, or county funds. The initial contract term will commence July 1, 2026, with potential renewal options contingent upon available funding, contractor performance, and County policies. Providers must maintain Medi-Cal certification, achieve fidelity designation requirements for ACT/FACT/IPS programs, and maintain appropriate information systems compliant with Department of Health Care Services (DHCS) standards. While specific contract values are not explicitly stated, the RFP suggests a comprehensive, multi-year approach to behavioral health service delivery with potential for ongoing funding and renewal.
