About this file

This file is a service planning area map from the County of Orange Health Care Agency that delineates three geographic regions—North, Central, and South—for the delivery of Adult Full Service Partnership (FSP) Services across Orange County, California. The map identifies all incorporated cities and census-designated places (CDPs) within each region to establish service boundaries for the RFP. The North Region comprises 14 jurisdictions including Anaheim, Fullerton, and Cypress; the Central Region includes 11 jurisdictions such as Santa Ana, Huntington Beach, and Newport Beach; and the South Region encompasses 13 jurisdictions including Irvine, Mission Viejo, and Laguna Niguel. Respondents may propose for one or more service categories across these defined regions, with proposals due electronically by January 12, 2026, at 4:00 p.m., and the question submission deadline set for January 5, 2026, at 4:00 p.m. Board of Supervisors approval is anticipated on May 5, 2026, with initial contract commencement scheduled for July 1, 2026.

The RFP seeks qualified providers to deliver evidence-based behavioral health services including Assertive Community Treatment (ACT), Forensic ACT (FACT), FSP Intensive Case Management (ICM), and Individual Placement and Support (IPS) services for adults ages 18-59 and older adults ages 60 and above with serious mental disorders and co-occurring substance use disorders. Minimum qualifications require five years of experience delivering FSP services, absence from federal and state exclusion lists, and ability to conduct business in Orange County. Services will be reimbursed on a Fee-for-Service basis using Medi-Cal reimbursement rates ranging from $37.50 to $124.95 per billable unit, with funding sources including Medi-Cal Full Financial Participation and Mental Health Services Act (MHSA) flexible funds. The County reserves the right to make multiple awards and apportion requirements among respondents, with initial contract terms commencing July 1, 2026, subject to renewal contingent upon available funding, contractor performance, and County policies. No start-up funds are available, and all contracts are contingent upon sufficient federal, state, or county funds.
