About this opportunity
The Nevada Aging and Disability Services Division (ADSD) under the Department of Health and Human Services is issuing a competitive Notice of Funding Opportunity (NOFO) to procure Supportive Services for People with Disabilities during State Fiscal Year 2027. The services sought fall within five prioritized categories: Transportation, Housing, In-Home Services, Food Security, and Ancillary Services, with the overarching goal of supporting the health and independence of people with physical disabilities while facilitating community integration and consumer choice. Eligible applicants must submit comprehensive application packages consisting of the ADSD Subaward Application in PDF format, the ADSD Subaward Budget Template in Excel, and the ADSD Work Plan Template in Word, addressing five narrative sections covering challenges and need, proposed intervention, organizational capacity and partnerships, cost-effectiveness and sustainability, and outcomes and evaluation. The project period extends from July 1, 2026, through June 30, 2028, with the first budget period running from July 1, 2026, through June 30, 2027. Applications are due by 11:59 p.m. Pacific Time on Monday, March 16, 2026, submitted via email to ADSDGrants@adsd.nv.gov, with an optional virtual applicant informational meeting scheduled for Thursday, February 19, 2026, at 1:00 p.m. Pacific Time. Funding decisions will be announced in June 2026, and subrecipients must be prepared to begin implementation within sixty days of the subaward project period start date. Key evaluation criteria include the proposed intervention's strength, organizational capacity and partnership capabilities, cost-effectiveness, sustainability, and outcomes with measurable evaluation tools.
Eligible applicants include public agencies, 501(c)(3) non-profit organizations, and for-profit entities, all of which must be registered with the Nevada Controller's Office, enrolled in the System Award Management (SAM) with an active Unique Entity ID (UEI) and Employer Identification Number (EIN), and in good standing with the State of Nevada and Federal Government. Approximately $1,000,000 in federal Social Services Block Grant (Title XX of the Social Security Act) funding is available under this competitive opportunity, with a required 15% matching fund contribution consisting of non-federal cash or in-kind contributions. Funding priorities target service delivery to individuals with low-income status (300% of Federal Poverty Level or lower), persons under age 60, individuals at risk for institutional placement, those with the greatest economic or social need, and individuals residing in rural areas. Subrecipients must comply with extensive requirements including GAAP/GAGAS accounting standards, state licensure and certification, commercial liability insurance on an occurrence basis, workers' compensation insurance, background checks for individuals serving vulnerable populations, and registration with Nevada 211. Monthly reimbursement is provided on a reimbursement basis with requests submitted by the 15th of each month for the previous month of service, with reimbursement frequency specified at application submission and unable to be changed during the budget period. ADSD reserves the right to reallocate funds for non-compliance, withhold reimbursement payments, disqualify future funding, or terminate current funding, and organizations with unmet performance measures from previous DHHS/ADSD subgrants may be excluded from consideration.
