About this opportunity

The Nevada Aging and Disability Services Division (ADSD) is soliciting applications from qualified organizations to implement Opening Minds through Art (OMA), an evidence-based, intergenerational art program for people living with dementia, with applications due July 23, 2026 by 11:59 p.m. (PT). Up to five programs will be funded under this competitive opportunity.

Eligible applicants are non-profits, public agencies, and for-profit businesses in good standing with the State of Nevada and Federal Government. All subrecipients must obtain a Unique Entity ID (UEI) Number, Employer Identification Number (EIN), and Nevada vendor registration. Applicants must maintain commercial general or professional liability insurance and workers' compensation insurance and enroll in System Award Management (SAM). Background checks are required for individuals serving older adults and people with disabilities. OMA programming must be delivered by OMA-certified facilitators; costs for facilitator training are not allowable due to scheduling conflicts with the project period.

The total funding pool is $60,000 in federal funds from the Administration for Community Living's Alzheimer's Disease Program Initiative (ADPI), with a maximum award of $12,000 per subrecipient. Applicants must provide a 25% non-federal match of total project costs, calculated at $4,000 for a $12,000 award, in the form of cash or in-kind contributions including staff time, space, or volunteer assistance. Allowable costs cover program materials and supplies, volunteer recruitment and retention, community outreach and recruitment, and data collection aligned with the state's evaluation plan. Indirect costs are capped at 8% for state funds or 15% for federal funding under Modified Total Direct Costs methodology, unless the organization holds a Federal Negotiated Indirect Cost Rate Agreement.

The project period runs August 1 through October 31, 2026, with funding decisions anticipated in August 2026. Competitive applications are evaluated on a 50-point matrix: project relevance and priority populations (10 points), capacity and approach (15 points), cost-effectiveness and sustainability (10 points), project impact (10 points), and adherence to application instructions (5 points). Applications are submitted via email to ADSDGrants@adsd.nv.gov. Subrecipients must maintain a tobacco, alcohol, and drug-free environment and notify their assigned Program Coordinator of significant organizational or program changes.
