About this opportunity
The Nevada Aging and Disability Services Division (ADSD) is conducting a competitive subaward procurement for the operation and management of Nevada 211 Information and Referral (I&R) services on a statewide basis. The primary service deliverable is the provision of non-emergency information and referral support connecting Nevada residents with health and human services through trained Community Resource Specialists and a comprehensive Resource Directory accessible via multiple channels including telephone (211), text (898-211), live chat, website (www.nevada211.org), and mobile applications. The selected subrecipient must currently serve approximately 138,000 inbound calls annually while managing thousands of additional text, chat, email, and website interactions. Key objectives include maintaining an up-to-date Resource Directory using the 211 Human Services Indexing System (211HSIS), managing digital platforms and website operations, operating a compliant phone system, and achieving full compliance with Nevada 211 Service Specifications and ADSD reporting requirements. Applicants must demonstrate approach and experience (15 points), technology capabilities and Resource Directory management (10 points), cost effectiveness and sustainability (10 points), program impact (10 points), and adherence to application instructions (5 points) through a 50-point evaluation matrix. Required qualifications include registration with the Nevada Controller's Office, possession of a Unique Entity ID (UEI) number, enrollment in System Award Management (SAM), compliance with federal and state laws and Generally Accepted Accounting Principles (GAAP), appropriate liability and workers' compensation insurance, state licensure and certification, implementation of background checks for individuals serving vulnerable populations, and maintenance of a tobacco, alcohol, and drug-free environment. Applications are due by April 20, 2026 at 11:59 PM Pacific Time, with questions accepted through April 6, 2026 and answers posted by April 10, 2026; subaward decisions and Notice of Subaward will be issued in June 2026.
Eligible applicants include non-profit organizations, public agencies, and for-profit businesses in good standing with the State of Nevada and Federal Government that have not failed to respond to audit findings from ADSD or the Department of Human Services; no specific set-aside designations for disadvantaged enterprises are identified in this procurement. The project period extends from July 1, 2026 through June 30, 2030, with the initial budget period from July 1, 2026 through June 30, 2027, plus a two-month transition period from May 1, 2026 through June 30, 2027. Total Year 1 funding of $687,141 is available, with $125,000 designated as transitional funding for May 1, 2026 through September 30, 2026; funding is derived primarily from the Fund for Healthy Nevada with short-term transitional support from the Money Follows the Person grant, with all reimbursements on a categorical basis. Applicants must contribute a mandatory 15% match to support Nevada 211's growth and ongoing operations. The budget template accommodates multiple expense categories including personnel costs with fringe benefits, travel, operating expenses, equipment purchases of $10,000 or more, contractual and consultant services, and other direct expenditures, with indirect costs calculated at either 8% for state funds or 15% for federal and other state funding using Modified Total Direct Costs methodology, or a Federal Negotiated Indirect Cost Rate Agreement (NICRA) if available. No incumbent vendor or current contractor is identified in the procurement documents, indicating this represents an open competitive solicitation for Nevada 211 services.
