About this opportunity

The Nevada Aging and Disability Services Division (ADSD) is conducting a competitive procurement for the establishment, expansion, and operation of assisted living facilities providing supportive services to residents aged 65 and older under the Home and Community-Based Services (HCBS) waiver for the Frail Elderly. Eligible applicants include non-profit organizations, public agencies, and for-profit businesses that meet Nevada Revised Statute requirements and can demonstrate capacity to implement subaward activities within sixty days of the project start date. The primary deliverable is the provision of assisted living supportive services to individuals on or deemed eligible for ADSD's Home and Community-Based Waiver for the Frail Elderly, with priority given to underserved and vulnerable populations including those who are frail, homebound, isolated, low-income, minorities, and individuals living in rural or frontier areas. Applications are evaluated on a 50-point scale across five categories: project relevance and priority populations (10 points), capacity and approach (15 points), cost-effectiveness and sustainability (10 points), project impact (10 points), and adherence to application instructions (5 points). The application deadline is March 17, 2026, at 11:59 p.m. PT, with submissions required via email to ADSDGrants@adsd.nv.gov. An optional informational webinar is scheduled for February 20, 2026, at 1:00 p.m. via Microsoft Teams. Funding decisions will be announced in June 2026, with the project and budget period running from July 1, 2026, through June 30, 2027.

A complete application must include three components: the ADSD Subaward Application—Competitive (PDF), the ADSD Subaward Budget Template (Excel), and the ADSD Work Plan Template (Word). All subaward recipients must have a Unique Entity ID (UEI) and active SAM.gov registration, maintain compliance with Nevada Department of Human Services Grant Instructions and Requirements, and comply with data collection and reporting requirements including monthly reimbursement requests by the 15th of each month. Applicants are required to maintain commercial, general, or professional liability insurance and workers' compensation insurance, maintain a tobacco, alcohol, and drug-free environment, and comply with background check requirements per NRS 179A.325. Total available funding is $200,000 annually, with individual applicants able to request up to $200,000, and matching funds of 15 percent of the ADSD-requested amount are required consisting of non-federal cash or in-kind contributions. ADSD will provide program coordinators and fiscal auditors to support funded recipients and reserves the right to withhold reimbursement, reallocate funds, or terminate funding if performance measures are not met or scope of work requirements are not satisfied. Applicants with previous DHHS/ADSD subgrant performance issues may be ineligible for additional awards, and ADSD will make funding recommendations to ensure geographic coverage throughout Nevada.
