The City of Oxford, Georgia is issuing a Request for Qualifications (RFQ) seeking qualified consultants to provide grant administration and related services for federally funded community and economic development projects. The immediate scope includes preparation and administration of the 2025 SEID grant application for a water system improvements project involving replacement of an aging water main on Haygood Avenue, with proposals due by July 15, 2025 at 12:00 PM and the grant application deadline following on July 18, 2025. Responding firms must demonstrate strong experience assisting local governments with Southeast Crescent Regional Commission (SCRC) or other federally funded programs, with required qualifications including years in business, historical performance on similar projects, and qualified personnel capable of managing grants and administrative functions. Applicants must submit a comprehensive Statement of Qualifications Form documenting organizational capacity, up to five relevant projects, a minimum of six professional references, proposed fee structures for grant writing and administration services, and Section 3 Business Concern certifications if applicable. The procurement may encompass multiple federally funded programs including Community Development Block Grants (CDBG), Redevelopment Fund Projects (RDF), Community Housing Improvement Program (CHIP), Home Investment Partnerships Program (HOME), Employment Incentive Program (EIP), Economic Development Administration (EDA) projects, SCRC projects, and USDA projects. All firms submitting qualifications will be reconsidered on a project-by-project basis for future state and federally funded opportunities anticipated within the next 2-3 years, with all contracts subject to compliance with 2 CFR 200 for Procurement and federal and state contract provisions prescribed by the Georgia Department of Community Affairs.
Section 3 Business Concerns are explicitly encouraged to apply and must submit applicable Section 3 Certification forms if claiming Section 3 status, with the procurement subject to Section 3 of the HUD Act of 1968. The City of Oxford abides by applicable civil rights laws including Title VI, Title VII, Section 504, ADA, and Build America, Buy America requirements. No specific award value or budget range has been disclosed in the procurement documents. No incumbent vendors or current contractors are identified in the available materials. All contracts are subject to federal and state contract provisions, and the City reserves the right to accept or reject any and all proposals and waive informalities in the proposal process. Interested firms should direct proposals to Mr. Bill Andrew, City Manager, at 110 West Clark Street, Oxford, GA 30054, 770-786-7004, or bandrew@oxfordgeorgia.org.
