About this opportunity

The Florida Department of Environmental Protection (DEP) has issued a Notice of Withdrawal with Intent to Negotiate for Solicitation No. 2025002, which concerns the Administration of Continuing Education Units for the Water Well Contractor Program in Leon County. This procurement appears to be a specialized service for managing and coordinating continuing education requirements for water well contractors. The original solicitation was issued on November 5, 2024, and was subsequently withdrawn after receiving only one non-responsive bid. The DEP has elected to pursue negotiations under section 287.057(6) of Florida Statutes rather than re-soliciting a formal Request for Proposal (RFP). The key objectives likely involve developing, coordinating, and administering continuing education units specifically tailored to water well contractor professional development and regulatory compliance. The notice provides a strict protest procedure, requiring potential protestors to file any challenges within the timeframe prescribed by Section 120.57(3) and post a bond equal to 1% of the estimated contract amount.

While specific details about set-aside designations are not explicitly outlined in the provided documentation, the procurement appears to be open to qualified vendors capable of administering continuing education units for water well contractors. No incumbent vendor information or existing technology integration requirements are mentioned in the available documents. The notice does not specify a precise contract value or budget range for this procurement. Potential respondents would need to demonstrate expertise in educational program administration, specifically within the water well contracting sector. The procurement process allows for direct negotiation, suggesting flexibility in contract terms and potential vendor selection. The geographic scope is limited to Leon County, Florida, but the service likely has statewide implications for water well contractor professional development. Interested parties should carefully review the protest procedures, which include filing any challenges with the Agency Clerk and potentially providing a bond or acceptable financial security.
