The mandatory pre-bid meeting is scheduled for Monday, January 5, 2026, at 10:00 a.m. at SJRWMD Headquarters, with the last day for questions on January 10, 2026, at 5:00 p.m. Bids are due by 1:00 p.m. on Tuesday, January 20, 2026. The project timeline requires substantial completion within 90 calendar days of the Notice to Proceed, with final completion no later than August 14, 2026.
The procurement has specific requirements for contractor participation, mandating that contractors perform at least 60 percent of work with their own forces and limiting subcontractor work to no more than 40 percent of the total project. Contractors must obtain all required permits, maintain comprehensive insurance coverage, and submit monthly progress reports. The roofing system must include a minimum 25-year manufacturer warranty and 10-year workmanship warranty, with lightning protection and window systems required to comply with NFPA 780, UL 96A, and current Florida Building Codes for Putnam County. While no specific set-aside designations or disadvantaged enterprise requirements are mentioned, the District will carefully evaluate and approve all material selections, colors, and styles prior to installation. Standard working hours are Monday through Friday, 7:00 a.m. to 5:00 p.m., with the District reserving the right to modify hours as necessary. Monthly invoices may be submitted by mail or email to the Financial Management Division and must provide sufficient detail for pre-audit and post-audit review.
