1.1 INTRODUCTION
The District Headquarters (“DHQ”) Administration Building, located at 4049 Reid Street, Palatka, Florida 32177, is part of the headquarters campus (See Table 1 – SJRWMD Campus Map). Over the years, the roof has been patched multiple times. The 38,351-square-foot roof and gutter system has reached the end of its recommended useful lifespan. It has sustained significant damage from hurricanes and other severe weather events, resulting in extensive rust, wear, and deterioration that now necessitate complete replacement. The existing roof is a standing seam Galvalume metal system with ridge caps and fascia metal panels, all of which are rusted and deteriorated, causing leaks. Many of the roof fastener screws are also corroded and require replacement. The gutters and downspouts are aged and rusted and must be replaced as well. Additionally, the roof houses have a lightning protection system that, due to its age, need replacement.
1.2 OBJECTIVES
The objective of this project is to replace the existing 38,351-square-foot metal roof with a new Galvalume roof system that matches the existing design while ensuring structural integrity, watertight performance, and compliance with current building codes. The scope also includes replacement of the fascia, installation of a new gutter and downspout system matching the existing configuration, removal and installation of a new code-compliant lightning protection system, and replacement of windows and window seals at the second-floor elevation of the main entrance.
1.3 SCOPE OF WORK
Contractor shall furnish and provide all necessary permits, materials, labor, supervision, equipment, and inspections required to complete the work as defined in Section 1.4 of this document, within the agreed-upon project timeframe.
All required permits shall be obtained by Contractor prior to commencement of any work, and all inspections by the Authority Having Jurisdiction (AHJ) shall be successfully completed (passed) prior to project closeout. Contractor shall coordinate all logistics, scheduling, and on-site activities through the District Project Manager (DPM).
All work shall be performed by properly licensed and qualified individuals in full compliance with the applicable codes, standards, and regulations of the City of Palatka, Putnam County, the State of Florida Building Code, and all other relevant authorities.
The project must be substantially completed within ninety (90) calendar days from the Notice to Proceed (NTP), unless a written extension is approved by the DPM.
