About this opportunity

The Alaska Department of Fish and Game is issuing Request for Proposals #2026-1100-0138 to procure website modernization and ADA compliance services for its existing ColdFusion-based website. The primary objective is to replace the current site with a modern, secure, and fully accessible content management system that meets WCAG 2.1 Level AA standards by the hard compliance deadline of April 26, 2026. Key deliverables include a discovery and assessment report, content migration plan, mobile-responsive ADA-compliant website, training materials, system documentation, and post-launch support, with an anticipated project completion date of February 2027. Qualified contractors must demonstrate a minimum of five years of experience in CMS design and development for public-sector agencies, proven expertise in legacy website migration (preferably involving ColdFusion systems), documented ADA/Section 508/WCAG compliance experience, responsive design capabilities, security knowledge, and staff training ability. The evaluation criteria allocate 500 points to the project plan, 400 points to cost, and up to 100 points for Alaska offeror preference, for a total of 1,000 available points. Proposals are due February 11, 2026, at 2:00 PM Alaska Standard Time, with contract issuance anticipated for March 2, 2026, and electronic submission required to dfg.contracting@alaska.gov.

No subcontractors or joint ventures are permitted, and all work must be performed in the United States. Bidders claiming Alaska preferences must hold valid Alaska business licenses and complete the Alaska Bidder Preference Certification Form. There are no set-asides or incumbent preferences designated for this procurement. Contractors must maintain workers' compensation insurance, commercial general liability insurance of at least $300,000 combined single limit, commercial automobile liability insurance of at least $300,000 combined single limit, and professional liability insurance scaled by contract value. Additionally, contractors must provide annual Type 2 SOC 1, SOC 2, or SOC 3 attestation reports and comply with all applicable State of Alaska Information Security Policies. The contract is structured as a time and materials agreement based on the contractor's cost proposal, with payment made within 30 days of invoice approval; no specific budget range has been disclosed in the available procurement documents.
