About this opportunity
The Illinois Department of Transportation is requesting bids for adding 10 traffic signals into the Central Traffic Management System across four Cook County locations—the Village of Olympia Fields, Village of Franklin Park, City of Northlake, and City of Berwyn—under Contract 62W91, with bids due June 12, 2026 at 12:00 p.m. via the iCX (Integrated Contractors Exchange) system.
Personnel performing traffic signal construction, maintenance, and fiber optic installation must hold current IMSA/IPSI Traffic Signal Technician Level II certification and a minimum of three years of fiber optic cable installation experience with fusion splicing and testing on two previously installed systems in continuous operation for at least two years. DBE requirements apply.
The scope encompasses furnishing and installing fiber optic cable, network switches, pan-tilt-zoom cameras, traffic signal controllers, underground conduit systems, handholes, and electrical equipment to enable remote access and monitoring. Work includes connecting two existing closed-loop systems and improving traffic progression at the four locations. Detailed technical specifications govern fiber optic materials, installation procedures, testing requirements, traffic control standards, and signal system optimization. The contractor must begin work first at Location A (US Route 30 in Olympia Fields), then Location C (Grand Avenue in Northlake), then Location B (25th Avenue in Franklin Park), and finally Location D (IL Route 43 and Oak Park Avenue in Berwyn), with Locations B and D requiring potential coordination with concurrent signal contracts 62N40 and 62N39. The contractor assumes responsibility for normal maintenance of existing roadways within project limits beginning on the work start date and must coordinate utility relocations.
The project is funded through CMAQ (Congestion Mitigation and Air Quality) District 1 Construction Funds, designated as Project CMAQ-9UJ3(864), Section 2024-966-TS. The contract will be awarded to the lowest responsive and responsible bidder in conformity with Department terms and conditions. Contractors must comply with Federal and State law requirements, including prevailing wage standards and equal employment opportunity provisions.
