About this opportunity

This is a construction procurement issued by the Florida Department of Environmental Protection (FDEP), Office of Resilience & Coastal Protection, SE Region, for the Quayside Dock Shoreline Stabilization Project (BDC16-25/26) in Leon County. The procurement seeks qualified contractors to design and construct shoreline stabilization improvements at the Quayside Dock location, with all work required to comply with applicable green building standards. Bidders must adhere strictly to the materials and specifications outlined in the original bid documents without substitution or deviation, as clarified in this first addendum issued February 3, 2026. The addendum explicitly rejects any requests for equivalent or superior alternate materials, establishing that FDEP has determined the specified materials are mandatory for project execution. All bid submissions must include a signed acknowledgment of receipt of this addendum and must be submitted to Alisha Sadler, Contracts Specialist, Bureau of Design and Construction, 3800 Commonwealth Boulevard, MS #520, Tallahassee, Florida 32399-3000, by the February 19, 2026 due date. Failure to include the signed addendum with the bid submission may result in automatic bid rejection. The original contract documents and all attachments remain in full force and effect except as specifically superseded by this addendum.

The bid documents do not explicitly identify set-aside designations, disadvantaged enterprise requirements, incumbent vendors, or specific budget ranges within the addendum materials provided. The procurement is open to contractors capable of meeting the specified material requirements and green building standards compliance as outlined in the base bid documents. No information regarding existing infrastructure integration requirements, technology specifications, or award values is detailed within this addendum. Interested bidders should review the complete original bid package and all associated specifications and drawings to fully understand all qualifications, requirements, and procurement parameters. The submission deadline of February 19, 2026 allows approximately 16 days from the addendum posting date for bid preparation and submission.

  1. Question: Pursuant to the above referenced bid for the Quayside Dock Shoreline Stabilization Project, I am writing to inquire if an equivalent or superior alternate shoreline stabilization product would be considered for this project? I noticed that the Department requires the proposed project be designed and constructed in accordance with green building standards where applicable and Shoreline Erosion Control Solutions manufactures two superior alternates exist that offer better value engineering over the lifespan of the project.

Answer: Please use materials specified in bid documents.

In all other respects, the contract documents of which this is an Addendum, and attachments relative thereto, shall remain in full force and effect.
