About this opportunity

The West Virginia Division of Natural Resources is procuring architectural and engineering (A/E) services for the design and construction administration of wastewater systems repairs at Tygart Lake State Park in Grafton, West Virginia (Taylor County). This Expression of Interest (AEOI) solicitation, designated DNR1900000013, seeks qualified firms to provide comprehensive civil engineering services for improvements to two wastewater treatment plants (a 20 KGPD extended aeration plant and an 8 KGPD extended aeration plant) and two lift stations at the facility. The original solicitation was issued on May 13-15, 2019, with a technical question deadline of May 31, 2019, at 9:00 a.m. EST, and a response closing date of June 14, 2019, at 1:30 p.m. EST. Responses should be submitted to the Division of Natural Resources Property & Procurement Office, 324 4th Avenue South, Charleston, West Virginia 25303-1228. Prospective vendors are required to submit an Addendum Acknowledgment Form confirming receipt of all addenda to avoid disqualification. The evaluation process will select three highest-qualified firms for interviews, with award to the firm demonstrating the best overall qualifications through a scoring system of 100 points: qualifications, experience, and past performance (40 points), goals, objectives, anticipated concepts, and methods of approach (40 points), and oral interview performance (20 points). Vendors must demonstrate effective communication with the owner, a documented history of projects meeting budget constraints with detailed budget management plans, timely project completion with detailed schedules, and competent experience in all professional disciplines necessary for design and completion.

The solicitation does not identify set-aside designations or restrictions limiting participation to specific enterprise categories; however, all vendors must comply with West Virginia competitive bidding laws and submit a notarized Purchasing Affidavit confirming they are not in default on any monetary obligations to the state or political subdivisions. For contracts valued at $1 million or greater, vendors must submit a disclosure of interested parties on forms prescribed by the WV Ethics Commission prior to contract award. Insurance requirements include professional liability/errors and omissions coverage of $1,000,000, commercial general liability insurance of $1,000,000, and automobile liability insurance of $500,000, with performance and labor/material payment bonds required at 100% of the contract value. The solicitation documents do not identify incumbent vendors or existing contractors currently serving the facility. The project is estimated to cost $250,000 or more and will be funded through state appropriations designated for infrastructure maintenance and repair at state parks. Pricing information is prohibited in EOI responses, as the State will select the best value solution in accordance with West Virginia Code 5G-1-3, with contract pricing to remain firm for the life of the agreement and payment made via electronic funds transfer or purchasing card upon delivery and acceptance of services.
