About this opportunity
The Florida Department of Environmental Protection (DEP) has issued an addendum to a solicitation for the Ponce De Leon Springs State Park - Restroom Additions project, Bid No. BDC20-23/24. The project involves the construction of restroom additions at the state park, located in Leon County. The addendum postpones the bid submittal due date to January 18, 2024 and the bid posting date to January 25, 2024. The addendum provides clarification on several elements of the project, including requirements for the exterior building panels, the existing metal roof, and the availability of electrical plans for the lift stations. The addendum also addresses concerns about the long lead time for the specified exterior doors and offers two options for the bidders to address this issue. The Department reserves the right to reject any or all bids.
The solicitation is open to all qualified contractors. There are no set-aside designations or restrictions on the types of organizations that can respond. The Department does not list any incumbent vendors or current contractors for this project. The budget range or award value is not specified in the addendum. Bidders must submit their proposals by the January 18, 2024 deadline, and the Department will post the award decision by January 25, 2024, unless the date is extended.

Signature of Contractor and Date
The following statements supersede & supplement the corresponding items in the specifications & drawings:
The bid submittal due date and bid posting date for this project have been postponed:
BID SUBMITTAL DUE DATE: No later than 3:30 PM (ET), Thursday, January 18, 2024, to the below address: Florida Department of Environmental Protection, Bureau of Design and Construction, 3800 Commonwealth Blvd., MS #520, Tallahassee, Florida, 32399-3000, Attention: Laurinda Micheels, Contracts Specialist, Bureau of Design and Construction, (850) 245-2781. (For hand delivery: Carr Building, Welcome Desk.) The Department reserves the right to reject any or all bids.
BID POSTING DATE: No later than 3:30 PM (ET), Thursday, January 25, 2024, unless extended by the Department for good cause.
The following RFI answers also supersede & supplement the corresponding items in the specifications & drawings:
- Question: Plans call for Cementous panel on the exterior; the existing one looks like stucco. Do you want it to match the existing panel?Answer: The new additions are to use the Mounded Sand Architectural Panel by James Hardie or an architect approved equal. Any necessary patches to the existing finishes should match the existing ones.
2. Question: Do you know what gauge the existing metal roof is and if it is steel or aluminum? Answer: At this time, the exact material and gauge of the roof are not specified. Bidders should make that determination based on their site visits.
3. Question: I do not see any electrical plans for the lift stations. The cover sheet says there is a sheet El02, but it is missing from the plans. Answer: Electrical information pertaining to the lift stations is shown on E102. This sheet has been attached to this response.
4. Question: Are you aware that the 2 exterior Cline Doors specified have 18-week lead times after approval, and it's possible they will hold up the entire job? Answer: The aluminum doors are known to have a long lead time, but a louvered door with a Florida approval number is required. Hollow metal doors are also available with louvers and a Florida approval number; however, DEP typically prefers to use fiberglass (not available with a tested louver) or aluminum. The bid must indicate whether an aluminum door or hollow metal door is intended. After the award of the bid, DEP will implement one of these two options:
A. If DEP accepts a hollow metal door with similar sized louver, the bidders must provide in the bid the following statement: "A hollow metal door with integral louver providing the same or greater free area for air flow and a Florida Approval number will be accepted." Thus, there may not be a long delay before NTP, based on ordering the materials.
B. If DEP does not accept a hollow metal door, the successful bidder will sign the contract, allowing them to start the shop drawings process. The issue of the NTP will be delayed until the doors have arrived on site. This will keep the restrooms in service for the longest amount of time possible, although it also will likely shift the construction to the Park's busiest time of the year.
In all other respects, the contract documents of which this is an Addendum, and attachments relative thereto, shall remain in full force and effect.
