About this opportunity
The Florida Department of Environmental Protection, Bureau of Design and Construction, issued Addendum No. 1 to BDC05-26/27 for the Madison Blue Spring Retaining Wall project on September 29, 2026, with bids due October 6, 2026. The addendum clarifies that the retaining wall is specified as a rock gabion wall design — not precast concrete — and must be signed and submitted with all bids.
The project scope requires a rock gabion wall designed to match the existing wall as closely as possible to preserve site aesthetics. FDEP rejected the inquiry into precast concrete as an acceptable alternative, stating that material substitution would require additional engineering analysis to assess adequacy and is inconsistent with the aesthetic preservation objective. The rock gabion specification is therefore binding.
All contractors and plan holders must sign the addendum in acknowledgment of receipt and include the signed copy with bid submission to Logan Lee-Marple, Contracts Specialist, Bureau of Design and Construction, 3800 Commonwealth Blvd., MS #520, Tallahassee, Florida 32399-3000. Failure to include the signed addendum may result in bid rejection. All other contract documents and specifications remain in full force and effect.

The following statements supersede & supplement the corresponding items in the specifications & drawings:
Question: Specifically, could you please confirm whether the retaining wall is specified or being considered as a precast concrete system? If precast concrete is included in the project requirements, or if it may be accepted as an alternate, our company would be very interested in reviewing the project and potentially submitting a bid as a precast concrete manufacturer/supplier?
Answer: The rock gabion wall was designed as a replacement intended to match the existing wall as closely as possible in order to preserve the overall aesthetics of the site. Therefore, Hydra does not believe that a concrete wall would be an acceptable alternative design. If FDEP would prefer that the precast concrete wall be evaluated as an acceptable alternative, additional engineering analysis would be required to assess the adequacy of the change in material.
In all other respects, the contract documents of which this is an Addendum, and attachments relative thereto, shall remain in full force and effect.
