About this file
This Addendum No. 1 is issued by the Florida Department of Environmental Protection (FDEP), Bureau of Design and Construction, for bid BDC05-26/27 regarding the Madison Blue Spring Retaining Wall project. The addendum addresses a bidder inquiry concerning the specifications for the retaining wall system and clarifies that the project requires a rock gabion wall design intended to match the existing wall as closely as possible to preserve the site's aesthetics. The document specifies that all contractors and plan holders must sign the addendum in acknowledgment of receipt and submit the signed copy with their bid to Logan Lee-Marple, Contracts Specialist, at the Bureau of Design and Construction office in Tallahassee, Florida. Failure to include the signed addendum with the bid submission may result in bid rejection.
The addendum explicitly addresses whether precast concrete systems would be acceptable as an alternative to the specified rock gabion wall. FDEP concluded that precast concrete is not an acceptable alternative design due to the aesthetic preservation requirements of the project. The agency noted that if FDEP were to consider precast concrete as an acceptable alternative, additional engineering analysis would be required to evaluate the adequacy of the material change. This addendum supersedes and supplements corresponding items in the original specifications and drawings, while all other contract documents remain in full force and effect.

Signature of Contractor and Date
The following statements supersede & supplement the corresponding items in the specifications & drawings:
1. Question: Specifically, could you please confirm whether the retaining wall is specified or being considered as a precast concrete system? If precast concrete is included in the project requirements, or if it may be accepted as an alternate, our company would be very interested in reviewing the project and potentially submitting a bid as a precast concrete manufacturer/supplier?
Answer: The rock gabion wall was designed as a replacement intended to match the existing wall as closely as possible in order to preserve the overall aesthetics of the site. Therefore, Hydra does not believe that a concrete wall would be an acceptable alternative design. If FDEP would prefer that the precast concrete wall be evaluated as an acceptable alternative, additional engineering analysis would be required to assess the adequacy of the change in material.
