About this opportunity
The Nevada Office of the Military (Army National Guard) is soliciting bids on the installation of dedicated shore power infrastructure to support ALS/MWO vehicle operations at the Las Vegas Readiness Center (LVRC), 4500 West Silverado Ranch Boulevard, Las Vegas, Nevada, with proposals due September 19, 2026 at 11:59 PM via Nevada EPro.
The scope requires provision and installation of a complete and operational 100-ampere, 240-volt, single-phase shore power system to support the Unified Command System (UCS) communications vehicle and Joint Operations Center (JOC) operations. Work includes electrical feeders, conduit, conductors, disconnects, overcurrent protection, grounding and bonding systems, concrete equipment pads, protective bollards, and site restoration in compliance with the National Electrical Code (NEC), applicable UFC criteria, and local authority requirements. Deliverables encompass pre-construction meetings within fifteen business days of Notice to Proceed, construction submittals for review and approval, testing and commissioning with electrical verification, and closeout documentation with as-built drawings. All personnel must pass a Nevada National Guard Annex H Background Check and possess valid government-issued identification. Site visits require three working days' advance notice; work is performed Monday through Friday, 7:00 AM to 4:30 PM on the secure military facility.
Required insurance includes Commercial General Liability ($2 million general aggregate), Commercial Auto ($1 million combined single limit), and Workers' Compensation (statutory limits). Bidders must hold a valid Nevada Business License, Nevada Contractors License if applicable, and register as a Nevada State Controller vendor and Nevada EPro user.
The contract term is four years, expiring September 30, 2030, contingent upon State and/or Federal funding. Payment is structured in three milestones: 20% upon pre-construction meeting completion and material procurement; 50% upon construction completion as verified by the owner; 30% upon final acceptance and closeout documentation.
Evaluation criteria are weighted as follows: Demonstrated Technical Competence and Experience with Shore Power and Electrical Infrastructure Projects (20%), Past Performance on Similar Federal, State, Military, or Utility Projects (15%), Qualifications and Availability of Key Personnel (20%), Compliance, Quality Control, and Safety (25%), and Cost Factor (20%). Financial stability is evaluated on a pass-or-fail basis. The State reserves the right to request best and final offers and may forego presentations.
