About this opportunity

Adams County Finance Department Purchasing Division in Colorado is requesting proposals for Construction Manager/General Contractor (CMGC) services to renovate the Adams County Health Department facility at 3155 Chambers Road, Aurora, with proposals due November 18, 2026, and a mandatory pre-proposal meeting on October 28 at 10:00 a.m. MT at the project site.

All contractors must comply with Colorado prevailing wage requirements, a decision-flipping constraint for cost and bidder qualification. The scope involves repurposing approximately 10,039 rentable square feet of the former Commerce Center III Unit C into Health Department office space, including creation of a lab with plumbing and equipment hookups, a resource room, modification of electrical and fire suppression systems, and HVAC ductwork adjustments. Pricing must be submitted in a separate sealed envelope and include pre-construction phase fees, construction management fees with profit percentages, general conditions costs, insurance and bonding rates, subcontractor markups on change orders, and a minimum 10 percent contingency. Performance and payment bonds, each at 100 percent of contract value, are required at the time the Guaranteed Maximum Price (GMP) is established. A 5 percent retainage fee applies for construction contracts exceeding $150,000.

The anticipated construction budget is $185,000 with an estimated two-month construction duration. The contract term is one year with one optional one-year renewal. Construction activities are scheduled for Q1–Q2 2027, with contract execution anticipated for December 2026 or January 2027.

Proposals are evaluated on professionalism (10 percent), understanding of the project (30 percent), proposed project team qualifications (20 percent), similar project experience (20 percent), general items and exceptions (10 percent), and proposed fees (10 percent). Questions are due November 2 at 4:00 p.m. MT. All contractors must maintain workers' compensation and liability insurance and provide a minimum one-year warranty on labor and materials.
