About this opportunity
The City of Scranton, located in Lackawanna County, Pennsylvania, is seeking sealed bids for the Adams Avenue Streetscape project through an Invitation to Bid (ITB) #2025-ITB-098. This comprehensive urban infrastructure improvement initiative will focus on streetscape renovations along Adams Avenue from Linden Street to Mulberry Street, Mulberry Street from Adams Avenue to Jefferson Street, and Jefferson Street from Mulberry Street to Linden Street. The project scope includes multiple critical deliverables: communication duct bank installation, new curbs and sidewalks, period lighting, traffic signal improvements, sidewalk vault enhancements, tree and landscape upgrades, and comprehensive traffic and pedestrian control during construction. Bidders must be prequalified by the Pennsylvania Department of Transportation as a prime contractor and must submit their proposals electronically via the City's e-Procurement Portal by 1:00 pm on Wednesday, November 19, 2025. A non-mandatory pre-proposal meeting is scheduled for November 12, 2025, and all technical questions and clarification requests must be submitted through the portal's Q&A section by 11:59 pm on Friday, November 14, 2025.
The procurement appears to have no specific set-aside designations for disadvantaged enterprises, though contractors must comply with various state and federal requirements, including the Pennsylvania Human Relations Act and Davis-Bacon wage rate standards. The total contract duration is 500 calendar days, with an intermediate milestone requiring 85% completion by August 31, 2026, or 230 calendar days. The contract includes unique financial incentives and penalties, with liquidated damages of $1,000 per day for failing to meet substantial completion dates and a potential incentive of $1,000 per day up to $35,000 for early completion. While specific budget ranges are not explicitly detailed, the project appears to be funded through multiple sources, including ARPA (American Rescue Plan Act) funds. Contractors will be required to submit various bonds, including a 5% Bid Bond, a Performance Bond for 100% of the contract price, and a Payment Bond for 100% of the contract price. The project will involve complex urban infrastructure work with specific technical and regulatory compliance standards.
