About this opportunity

The Commonwealth of Kentucky Department of Juvenile Justice, operating under the Finance and Administration Cabinet on behalf of Adair County, is procuring a single prefabricated storage building for the Adair Youth Development Center located at 401 Appleby Drive, Columbia, Kentucky. The building must measure 14 feet by 32 feet by 8 feet and include specific construction specifications including vertical metal siding, wood interior walls, metal exterior walls, a 9-foot garage door, 36-inch man door, 12-inch on-center floor joists, 3/4-inch flooring, OSB sheathing, metal roof with gable vents, galvanized exterior fasteners, and water and UV-resistant plywood engineered to withstand 100 mph winds. The vendor's bid price must be all-inclusive of shipping, delivery, leveling, and installation on the existing blacktop surface with no electricity requirements. Interested vendors must submit electronic bids through the Kentucky eProcurement system by June 22, 2023, at 1:30 p.m. ET, with written questions due by June 13, 2023, at 10:00 a.m. ET. Evaluation criteria allocate 90 points to price (with the lowest bid receiving maximum points and subsequent bids scored proportionally) and 10 points to delivery and installation timeline, with vendors required to specify definite delivery timelines in working days and subject to one percent daily deductions for delays beyond the contracted date. Successful bidders must maintain General Liability Insurance of $1,000,000 per occurrence/$2,000,000 aggregate, Kentucky workers' compensation insurance, and automobile/truck liability insurance of $1,000,000 combined single limit, with ACORD certificates naming the Finance and Administration Cabinet as additional insured.

Kentucky resident bidders are eligible for reciprocal preference equal to the preference offered by nonresident bidders' home states, and qualified bidders including Kentucky Correctional Industries (20 percent preference) and nonprofit agencies serving individuals with severe disabilities (15 percent preference) may receive additional scoring benefits. Prior to contract award, successful bidders must submit an ACORD Certificate of Insurance, Kentucky Tax Registration Form 10A100, Certificate of Authority if applicable, required affidavits attesting compliance with Kentucky campaign finance laws and bidder status qualifications, and EEO forms if applicable. All affidavits must be notarized and executed by authorized representatives within one year of submission. No incumbent vendors or renewal options are identified in this solicitation, and the contract will be awarded on a best-value basis with no specific budget range disclosed. The Finance and Administration Cabinet reserves the right to deem vendors ineligible for failure to comply with solicitation provisions and may cancel the contract with 30 days' written notice. For additional information, interested vendors should contact Keith Srutowski at 502-564-7007, with all billing directed to the DJJ Fiscal Branch at 1025 Capital Center Drive, Building 3, Third Floor, Frankfort, Kentucky 40601.
