About this opportunity

Pueblo Community College is requesting sealed bids for ADA upgrades to the Davis Academic Building under a Competitive Sealed Best Value method, with qualifications due November 24, 2026, and sealed bids due December 3, 2026, and a mandatory pre-bid conference and site tour on October 29, 2026, at 3:00 p.m. (MDT).

The scope includes creation of three new single-occupant ADA-compliant restrooms on the Lower, Main, and Upper Levels; replacement and upgrade of non-compliant door hardware, closers, and door operators throughout the building; modification of casework and plumbing fixtures; and updated signage to bring approximately 2,000 square feet into compliance with 2024 IBC/IEBC and 2017 ICC/ANSI A117.1 standards. Four additive alternates address exterior northwest concrete stairs, Sensory Room 015A, Break Room 045 casework, and Vending Area 145 countertops. The building will remain occupied during construction, with high-noise demolition work anticipated January 4–19, 2027. Substantial completion is targeted approximately five to six months after construction start on January 4, 2027.

The estimated project construction hard cost is $824,000. Evaluation weighs qualifications at 40% and sealed bid price at 60%. Minimum bidder requirements include no State Buildings contract termination in the prior five years; continuous operation under the same business name for at least five years; demonstrated experience on at least two projects each exceeding $500,000 in hard costs from a Colorado office; and bonding capacity up to $900,000. Bid Bond of 5% of total bid amount and payment and performance bonds of at least 50% of contract value are required. The project is subject to Colorado prevailing wage requirements and the 80% Colorado labor requirement under C.R.S. 8-17-101. Apprenticeship utilization is mandatory for projects estimated at $1 million or more. Work must comply with applicable Colorado building codes; Buy Clean Colorado Act environmental product declaration requirements have been waived. All work includes a one-year guarantee. Contractors must use LCPTracker for labor compliance and certified payroll reporting. Submissions are accepted only by email or in-person delivery to Ed Iniguez; U.S. Mail and other delivery methods are not permitted.
