About this opportunity

Pinellas County, Florida is seeking a third-party training provider through Request for Proposal #23-0625-RFP to deliver comprehensive ADA training services for county employees. The procurement aims to enhance digital content accessibility by providing four standardized online courses focused on web content accessibility guidelines, accessible PDFs, and digital document compliance. Courses will be delivered via Microsoft Teams with class sizes of 10-15 students, covering topics such as WCAG 2.2 guidelines, PDF/UA standards, assistive technologies, and creating accessible digital content using tools like Acrobat DC and InDesign. The evaluation criteria will assess proposers across five categories: qualifications (250 points), approach (250 points), course materials (350 points), compensation (100 points), and exceptions to the RFP (50 points). Proposals are due by April 27, 2023, at 3:00 pm, with questions accepted until April 12, 2023. The initial contract term is 36 months, with an option to extend for an additional 24-month period. All instructors must be certified to teach the specified courses and provide proof of certification upon request.

The RFP does not explicitly mention specific set-aside designations or restrictions for disadvantaged enterprises. Pricing will be based on per course and per learner rates, with all pricing inclusive of courseware, software licensing, subscriptions, and materials, and no travel expenses will be considered. While the specific budget range is not detailed in the documentation, the comprehensive nature of the training and the multi-year contract suggests a significant investment in digital accessibility training. The procurement is driven by the Pinellas County Bureau of Technology Services (BTS), which formed a sub-committee from the Technical Steering Cooperative that identified the need for additional ADA training across various subject areas. The ultimate goal of this contract is to enable Pinellas County employees to create fully accessible digital content and ensure compliance with federal ADA standards, addressing a critical gap in the county's current digital accessibility capabilities.
